Text of measure

Ballot title

The ballot title for Question 2 was as follows:

Shall Section eight of Article nine of the Constitution of Pennsylvania be amended to permit an increase in the borrowing capacity of school districts from seven (7) per centum to 15 (15) per centum upon the assessed value of the taxable property therein and to permit an increase in the indebtedness of school districts from two (2) per centum to five (5) per centum upon such assessed valuation of property without the prior consent of the electors thereof at a public election?


Path to the ballot

In Pennsylvania, the General Assembly must pass a constitutional amendment by a simple majority vote during two successive legislative sessions to refer the measure to the ballot for voter consideration. The legislature can also pass a measure by a two-thirds vote during one legislative session if a “major emergency threatens or is about to threaten the Commonwealth.”
