Ballot title
The ballot title for Question 2 was as follows:
“ | Shall Article V of the Pennsylvania Constitution be amended to provide that persons appointed to fill vacancies in the office of justice, judge or justice of the peace shall serve for a term ending on the first Monday of January following the next municipal election more than ten months after the vacancy occurs or for the remainder of the unexpired term whichever is less? | ” |
Path to the ballot
In Pennsylvania, the General Assembly must pass a constitutional amendment by a simple majority vote during two successive legislative sessions to refer the measure to the ballot for voter consideration. The legislature can also pass a measure by a two-thirds vote during one legislative session if a “major emergency threatens or is about to threaten the Commonwealth.”
