Ballot title

The ballot title for Question 3 was as follows:

Shall Section one of Article eight of the Constitution of Pennsylvania be amended to change the residence requirements for voting to provide that a qualified voter who moves from one election district to another within the Commonwealth within sixty (60) days prior to an election may vote at such election in the election district from which he or she moved his or her residence?


Path to the ballot

In Pennsylvania, the General Assembly must pass a constitutional amendment by a simple majority vote during two successive legislative sessions to refer the measure to the ballot for voter consideration. The legislature can also pass a measure by a two-thirds vote during one legislative session if a “major emergency threatens or is about to threaten the Commonwealth.”
