The Pennsylvania State Employees' Retirement System (SERS) is a Pennsylvania state pension fund that provides retirement, disability, and survivor benefits to the commonwealth's public employees. SERS had $37,124,677,309 ($37.1 billion) in total assets under management as of June 6, 2023.[1]

The management of public pension funds can indicate support or opposition to environmental, social, and corporate governance (ESG) investment practices. The Pennsylvania State Employees' Retirement System (SERS), founded in 1923, invests the assets of and provides funding for the retirement of the commonwealth's public employees. SERS administers four plans including a defined benefit plan, a defined contribution plan, a hybrid plan, and a deferred compensation plan.[2]

SERS served over 96,395 active members and approximately 135,647 retirees and beneficiaries as of June 2023.[2]

Asset management companies (AMCs) are hired to manage asset investment for state pension funds across all 50 states.

As of October 2024, 330 AMCs were members of the Net Zero Asset Managers Initiative (NZAM), and 391 AMCs were investor participants in the Climate Action 100+ initiative. Both international asset manager initiatives aimed to align the investment decisions of signatories with the goal of achieving net zero greenhouse gas emissions by 2050.[4][5]

NZAM announced on January 13, 2025, that it was suspending operations and removing the commitment statement and list of signatories from its website. The group said in a statement it would reevaluate its plans and operations in light of “[r]ecent developments in the U.S. and different regulatory and client expectations in investors’ respective jurisdictions.”[6]

List of AMCs contracting with the Pennsylvania State Employees' Retirement System

The Pennsylvania State Employees' Retirement System (SERS) contracted with 40 asset management companies (AMCs) or specific funds as of June 30, 2022. Governance and accountability

This section features information about the 11-member board of trustees that oversees the Pennsylvania State Employees' Retirement System (SERS). The board is specific to oversight of SERS and does not exercise oversight duties for other state funds.[8]

Board selection method

The board of trustees that oversees the Pennsylvania State Employees' Retirement System is made up of 11 members. The make up of the board is as follows:[8]

Five members are appointed by the Governor, one of whom must be a SERS retiree or eligible to receive payments from a SERS retirement plan. Two members are appointed by the President Pro Tempore of the Pennsylvania Senate and two members are appointed by the Speaker of the Pennsylvania House of Representatives. The independently elected Pennsylvania Treasurer and the Governor-appointed Secretary of Banking and Securities serve as ex-officio members of the SERS board during their terms of office. In addition, at least five board members must be actively contributing toward a SERS retirement benefit and at least two board members must have at least 10 years of service with a SERS-participating employer. The Governor selects the chairman of the board from among its members.[9]
