Penny L. Blackwell is a Orphan's Court judge on the York County Court of Common Pleas in Pennsylvania. Blackwell was first elected to the court in 1991. She was retained in 2001 and 2011. Her current term expires in 2021.[1]

Education

Blackwell earned her B.S. from Portland State University in 1971. She earned her J.D. from American University School of Law in 1974.[2]

Career

Blackwell has previously worked for the U.S. Environmental Protection Agency. She worked in private practice from 1980 until her election to the court in 1991.[2]

2011 election

Blackwell was retained to the York County Court of Common Pleas with a "yes" vote of 80%.[3][4]
