Penny Schwinn
Penny Schwinn was the Tennessee Commissioner of Education. She assumed office on February 1, 2019. She left office on June 30, 2023.
She assumed the office on February 1, 2019, after being appointed on January 17, 2019, by Governor Bill Lee (R).[1][2]
Biography
Schwinn earned her B.A. from the University of California-Berkeley and her M.A. in teaching from Johns Hopkins University. She went on to earn her Ph.D. in education policy from Claremont Graduate University in California. Schwinn's professional experience includes serving as the Chief Deputy Commissioner of Academics at the Texas Education Agency. She also served with the TEA as the Deputy Commissioner of Special Populations and Monitoring and the Deputy Commissioner of Standards and Engagement. Schwinn served as an Assistant Secretary of Education with the Delaware Department of Education and as Assistant Superintendent of Performance Management for the Sacramento City Unified School District.[1]
