Peralta Community College District parcel tax, Measure B (June 2012)
A Peralta Community College District parcel tax, Measure B ballot question was on the June 5, 2012 ballot for voters in the Peralta Community College District in Alameda County.[1]
This measure was approved, meaning the tax will be set at a rate of $48/year per parcel. The tax will last eight years and is expected to generate about $8 million annually.
The colleges supported by the Peralta Community College District were:

- Laney College
- Merritt College

Alameda Greens
The Alameda County Greens said of Measure B, "We recognize that the Peralta Community College District does need more revenue, but as we explain below in our analysis of the measure, we have identified numerous problems with Measure B, such that we must stand aside from endorsing it."[3]
The analysis itself said, "The Trustees of the Peralta Community College District have once again submitted a ballot measure lacking in specifics. Peralta is also notorious for spending money on consultants instead of employees, for incurring cost overruns, and for lack of fiscal transparency. Peralta needs an oversight committee that represents all elements of the general and the college community to plan and monitor programs and expenditures."[3]
Support
The editorial board of the Oakland Tribune endorsed a "yes" vote on Measure B, saying, "These are tough times for schools. We support reasonable tax increases, but districts should prudently spend the money on preserving educational opportunities for students. Voters should not think that simply casting one's ballot is the end of things. We believe district residents should pass these taxes and then watch carefully to ensure that the revenues are spent wisely."[4]
Measure C was also supported by the editorial board of the East Bay Express. They said, "Although parcel taxes are regressive because low-income property owners pay the same rate per parcel as wealthy landowners, California community colleges, like the UC and CSU systems, have been devastated by state budget cuts in recent years, and so they desperately need the money."[5]

MEASURE B: "To provide College of Alameda, Laney College, Merritt College and Berkeley City College secure funds that cannot be taken by the state, and support affordable college education including: providing core academic programs including math, science and English; training students for successful careers; and educating students to transfer to university; shall Peralta Community College District levy $48 per parcel annually for 8 years with Citizens' Oversight, no funds for administrators' salaries, and all funds spent in our college district?"[6] |
