To represent fairly and in an unbiased manner
I was a page for the Alabama Senate in 1993 at age 13, and I worked with Marty Redden and the Associated Press tabulating the results for the 1994 elections. I returned in 1995 at 15 to serve as a page in the Alabama House of representatives.
Brave New World by Aldous Huxley. It is a dystopian story of a bleak future deprived of emotion and free will. The characters are plagued by mind control, drug dependency, and government reliance. The protagonist is one of the last free thinkers who feels like an outcast for seeing these damaging behaviors but being helpless to change them. Depression is a common theme amongst the characters and the far fetched story line, written 90 years ago seems shockingly prophetic when looking through the lens of today's current state.
The US House provides a measured representation of each state that allows for the passage of federal legislation, in bills, which can eventually be made into law by majority vote.
A party of participants with differing viewpoints from different places representing people with an assortment of values who come together to reach consensus to best serve the people. The job of a Congressional representative is to support the will of the people.
I believe that it certainly helps in terms of efficiency in getting bills passed, however it is not requisite to be a good representative.
Struggling to regain our foothold as the leading world power. We have fallen behind China and Russia in terms of military might, technology and the trust of the international community. Without a collective, concerted effort to overcome this deficiency we will continue to lose prominence on the world stage. There is a tremendous lack of patriotism amongst many Americans which has been perpetuated in social media and the mainstream media alike.

Yes, it does take time to get traction, but if you can't hit the ground running it is time for someone else who can to take on the job.
I believe terms limits are a necessary means of regulating policy and exercising the will of the people. When people are in one position for too long they become complacent and ineffective.
Positively, the art of deal making and reaching across the aisle has been lost in the mire of partisan politics. This has resulted in gridlock and animosity from one party to the next and is resulting in siloed thinking and misunderstandings.
Due to the fact that this is primarily geared towards raising taxes, I would take a very careful look at what impact this would have on my constituents and what value, if any it added to the people of my district.
