Peter Hamerlinck was a candidate for at-large representative on the St. Cloud Area Board of Education in Minnesota. Hamerlinck was defeated in the at-large general election on November 8, 2016.[1]

Hamerlinck previously served on the board. He was first elected to the board on November 2, 2010, and he served until he was defeated in the general election on November 4, 2014.[2]

Peter Hamerlinck is a resident of St. Cloud, Minnesota. Hamerlinck graduated from St. Cloud Apollo High School before earning a bachelor's degree in political science from St. Cloud State University. He is employed as an account manager with IVO Networks.[3]

Four of the seven seats on the St. Cloud Area School District Board of Education were up for at-large general election on November 8, 2016. In his bid for re-election, incumbent Al Dahlgren initially faced eight challengers: Scott Andreasen, Matt Doke, Peter Hamerlinck, Shannon Haws, John Palmer, Jeff Pollreis, Monica Segura-Schwartz, and Ric Studer. Because more than eight candidates filed to run in the election, a primary election was held on August 9, 2016. Doke was defeated in the primary election after receiving the least number of votes. The other eight candidates advanced to the general election.[1][4][5][6] Dahlgren won re-election and Haws, Segura-Schwartz, and Pollreis won seats on the board in the general election.[7]

The election in St. Cloud featured three at-large seats up for general election on November 4, 2014. The primary election was held on August 12, 2014. Incumbents Peter Hamerlinck, Bruce Mohs and Jerry Von Korff ran against challengers Hassan Abdullahi Yussuf, Michael Conway and Bruce Hentges for the seats. The primary election narrowed the candidate field from seven to six, which removed Scott Andreasen from the race. Hentges announced on September 18, 2014, that he was informally withdrawing from the race due to personal reasons, but he still appeared on the November ballot.[9]

Increasing student achievement

“Good enough” is never enough with regards to student achievement. During our second Board meeting each month, we often have presentations from the people in our District who are tasked with educating our students. I’m consistently encouraged by the plans and processes that have been implemented. From our early learning programs to student specific learning plans to our Advanced Placement offerings – and everything in-between – we are consistently working to increase student achievement and prepare them for life beyond high school.

I’m in support of placing into policy guidelines for maximum class sizes. Working with District administration, we can set and hold to appropriate guidelines.

In the coming years, with the Strategic Plan as our guide, we will enhance our teacher support and evaluation. We will review our curriculum and change and update as needed. We will have a Gifted and Talented Coordinator in place. Our Board will continue to review our processes and have a stronger understanding of the outcomes.

Increasing funding for Special Education

My focus during the next legislative session will be Special Education funding. Our District does an outstanding job of providing Special Education services. We have great people doing great things. But because of unfunded mandates and the overall expense involved, we currently need to move $8 million from our General Education fund to our Special Education fund (commonly called a cross-subsidy).

We recently had a study completed and evaluation done of our Special Education operations. That has provided us ideas as to how we can be more efficient. We continue to make improvements, but still the funding falls short.

I’ll be working with District staff to identify the specific areas that are underfunded. We will define how we can address these areas through legislation. We will present these ideas to our local legislators and ask them to introduce legislation that addresses these needs. With our Legislative Committee, I will be an advocate for our District on this legislation.[11]
