Biography

Phil Harding was born in Cambridge, Ohio. He earned a bachelor's degree from The Ohio State University in 1982 and earned a graduate degree from Troy University in 2001. His career experience includes working as a military officer and owning and operating a third party logistics business. He served in the U.S. Air Force from 1982 to 2012.[1]

I believe integrity, a strong work ethic, and the desire to serve are most important. I also believe elected officials should be good communicators--they need to be able to connect and listen to the people they serve. They need to be able to stand on enduring principles while working together with people of various backgrounds to meet the needs of those they are elected to serve.
I believe the most important responsibilities of someone elected to state representative is to listen to the people, to hear and understand their concerns, and to vigorously and effectively represent their interests in the legislature. In order to be effective in this role, the incumbent must be beyond reproach, fair-minded, thoughtful, and must be willing and able to communicate with those he or she represents.
More freedom; less taxes; less government regulation and intrusion in the lives of the people. Better schools and better economic opportunity. Better educated, more engaged, more responsible citizens, more self-sufficient citizens.
The first specific historical event I remember is the Moon Landing. I also remember Hurricane Camille from the same year. I was 10 at the time. Additionally, I also generally remember much of the space program, including several of the Gemini launches, space walks, and the first successful docking in space. I remember the Vietnam War, particularly the daily casualty reports on the news, the protests, and the Tet Offensive.
We lived in the country, on my grandparents farm. My grandfather drove a dump truck and I serviced his truck each evening when he came home. I would wipe the dash and sweep out the coal dust from the cab, check the tires and lights, fuel it up for him, and clean the windows. I began doing that when I was 6 or 7 years old and continued until my grandfather retired.

My very first regular job was as a caddy at our local country club. I began caddying at about 12 years old and continued until I was 16, when I got a job painting and working as general labor at a local greenhouse. I continued working there until I was in college, and even helped out by delivering flowers during peak holiday seasons for the first year or two of college.
The Holy Bible is my favorite book, because it is God's Word, it is full of wisdom, and it is our creator's guide for how we are to live.
The relationship should be one of mutual respect and open communication between the governor and the legislature. It is the job of the governor to enforce the laws and to carry out and manage the programs and priorities enacted by the legislature. The governor has an important role in helping the legislature understand the issues that affect the entire state, and he should advise the legislature accordingly. Likewise, the legislature should seek his advise on issues and priorities, as well as the resources needed to effectively carry out the priorities they enact.
Mississippi's greatest challenges are 1) Reducing crime, especially violent crime; 2) Reducing tax and regulatory burdens to make our state a more attractive place to live, work, raise a family, visit, and operate a business; and 3) Continuing to build on the educational gains we've made in the last few years by granting families more control over the education of their children. We can do this authorizing more Charter Schools, expanding the availability of Education Scholarship Accounts, and enacting a Parents' Bill of Rights
I believe it is beneficial for state legislators to have a broad range of experience, but not necessarily in government or politics. State legislators should be upstanding, civic-minded citizens from various walks of life. They should be engaged members of their communities, churches, and other organizations. They should be businessmen, engineers, teachers, communicators, farmers, fishermen, realtors, retirees, truck drivers, bakers, shopkeepers, managers, leaders, welders, and more. Most importantly, they should be thoughtful, even-tempered, and have a deep respect and sense of civic duty to our Constitution, our Nation, our State, and their communities they serve.
Yes, legislators must work together in order to properly serve the people. Strong relationships based on mutual respect are necessary in order to work well together. I believe strongly that both persuasion and compromise are necessary in order to pass sound legislation.
I'm not presently interested in seeking higher office, but may consider it in the future if there is support among my constituents.
If the need arises to grant the use of emergency powers, those powers should be strictly limited in scope and duration, and they should be subject to review and revocation by the legislature at any time, and without the possibility of executive veto.
I believe that compromise is necessary for good policymaking. However, policymakers must be vigilant to avoid compromise on core principles. If we compromise on core principles, we lose credibility, legitimacy, authority, and relevance. Mutual respect and skill in communication, persuasion, and negotiation will tend to help in finding common ground in policymaking.
If elected I would introduce a bill to fully fund Educational Scholarship Accounts for all currently eligible students and to expand eligibility to a greater number of students.
I am interested in Appropriations, Education, Energy, Gaming, Insurance, Judiciary, Marine Resources, Military Affairs, Public Health, Public Utilities, Tourism, Transportation, and Ways and Means.
