Phil Plascencia is the Area 4 member of the Tulare City Board of Education in California. He ran for re-election in the general election on November 4, 2014. Phil Plascencia won the general election on November 4, 2014. He was first elected to the board in 1990.[1]

Phil Plascencia is a resident of Tulare County, California. Plascencia earned his associate degree in business from the College of the Sequoias. He worked as a finance director before reaching retirement.[2]

The election in Tulare City featured two seats up for general election on November 4, 2014. Area 1 incumbent Irene Henderson won re-election without opposition. Area 4 incumbent Phil Plascencia defeated challenger Priscilla E. Musgrove.

Funding

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[3]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[3]

The Tulare County Registrar of Voters does not publish and freely disclose school board candidate campaign finance reports.

Endorsements

Plascencia did not receive any official endorsements during the election.

2010

This election was canceled due to lack of opposition. At-large incumbents James Henderson and Phil Plascencia were re-elected by default.[4]
