Born in Memphis, Spinosa graduated from Christian Brothers High School in 1996 and went on to earn a bachelor's of business administration from the University of Mississippi in 2000. He worked as a district sales manager for FedEx Services 2003 to 2018.[1]

The city of Memphis, Tennessee, held elections for mayor and city council on October 8, 2015. Because this race could not move to a runoff, the candidate with the most votes was declared the winner, regardless of whether he or she won a majority.[2] The filing deadline for candidates who wished to run in this election was July 17, 2015.[3] In the District 9 Position 2 race, Stephanie Gatewood, Lynn Moss, Paul Shaffer, Philip C. Spinosa, Jr. and Kenneth Twigg Whalum, Jr. faced off in the general election on October 8, 2015. Incumbent Shea Flinn did not run for re-election. Spinosa won the general election.[4]
