Philip Carchman
Philip S. Carchman was a judge of the New Jersey Superior Court, Appellate Division. He joined the appellate court on September 1, 1997, and became the presiding judge of Part F on September 1, 2007. He retired in 2012.[1]
Education
Judge Carchman graduated from the University of Pennsylvania, Wharton School of Finance and Commerce in 1963 and from the University of Pennsylvania Law School in 1966.[2]

Noteworthy cases
Carl Lewis
On Monday May 2, three appellatge judges, Philip Carchman, Ronald Graves and Carmen Messano upheld New Jersey Lieutenant Governor and Secretary of State Kim Guadagno's decision to remove former New Jersey State Senate candidate Carl Lewis from the 2011 ballot, due to conflicts concerning his recent New Jersey residency.[3] This ruling came after Lewis filed a federal complaint against Guadagno, claiming her initial decision (which found him ineligible) was in error.[4]
