Biography
Philip Falcone received his high school diploma from Notre Dame High School. Falcone earned an associate degree from the Riverside City College, a bachelor's degree from the University of California, Riverside, and a graduate degree from California Baptist University. His career experience includes working as an educator. Falcone previously served as a senior advisor to the mayor of Riverside, California and worked in the administrations of Rusty Bailey and Patricia Lock Dawson.[1]

Philip's track record of public service, began as the youngest commissioner in the City of Riverside’s history and the chairman of the City’s Cultural Heritage Board in 2017. On the Commission, he advocated for historic district protections to maintain Riverside’s century-old built environment and expanded the recognition of important cultural landmarks. Currently, Philip is a County of Riverside Historical Commissioner appointed to represent the City of Riverside.
As an educator, Philip has worked in after-school programs in the Riverside Unified School District and currently serves as a professor in oral communications at California Baptist University. He has also worked with the nonprofit sector by facilitating grant funding for youth programming.
Philip attended Riverside K-12 schools, graduated from, Riverside City College, the University of California, Riverside and holds a Master of Arts degree in Strategic Communications from California Baptist University.- Addressing Homelessness Riverside has a homelessness crisis. I will continue to advocate for high quality, affordable housing development, while collaborating with our county and state leaders to focus on the mental and behavioral health issues we see on our streets every day. There also must be enforcement of our laws and anti-camping ordinances to protect local business owners and the overall quality of life for Ward 1 residents.
- Expanding Economic Opportunity Riverside is at a time of great potential for economic development. With the California Air Resources Board (CARB) and four institutions of higher education, Riverside has an advantage in the green technology and research fields. I pledge to collaborate with our business and education sectors to identify, attract, and welcome targeted technology businesses that bring high paying, skilled jobs to Ward 1. I will also focus on expanding career technical education pathways that lead to high quality vocational jobs to improve the educational and economic upward mobility of Riversiders.
- Enhancing City Services Local government’s role is to ensure a clean and safe community. Riverside’s voters expressed their commitment to investing in city services with the approval of Measure Z in 2016. Deferred maintenance of our parks, roads, medians, trees, and aging infrastructure only create more costly corrections for the future. I pledge to accelerate planning and execution of road repaving and infrastructure projects to keep up with the growth of our city, tackle much-needed deferred maintenance of parks, correct the deficiencies in solid waste collection, and ensure our first responders have what they need to keep us safe.

Municipal government is tasked with the critical day to day, quality of life concerns. Those include: public safety, reliable infrastructure/services and fiscal prudencey.
What is something that has been a struggle in your life?
My family moved to Riverside with only five days of clothing in our suitcases following the destruction of our home in New Orleans due to Hurricane Katrina. I was a child at the time and at a young age this life experience taught me to always be grateful for what one has and the value in community. Riverside, in their big hearted-ness, gave much to my family during our darkest time and that has left what I believe to be a debt to the people of Riverside one that I wish to pay back by serving on the City Council.
