Philip M. Frazier was a federal magistrate judge for the United States District Court for the Southern District of Illinois. He was appointed to this position on May 8, 1987, and retired on March 15, 2014. Judge Frazier served as a recalled federal magistrate judge until leaving judicial service on September 8, 2016.[1][2]
