Philip Horning was the District 4 representative on the Oklahoma City Public Schools Board of Education in Oklahoma. He was first election in 2008. He did not file to run for re-election in 2016.

Horning retired from his legal practice in 2003. He also served as an adjunct professor of law while he was a practicing attorney. In addition to serving on the school board, he volunteered as a tutor at Linwood Elementary School. Horning obtained a bachelor's degree in economics from the University of Oklahoma. After serving two years of active duty in the United States Army, he returned to the University of Oklahoma to obtain his law degree.[1]
