Campaign themes
2014
Rice's campaign website highlighted the following issues:[1]
Hold the Line on Taxes
- Excerpt: "Phil will work to make government - not our families - live on less. He will fight for our families and seniors and will not support raising taxes on those who already pay their fair share."
Stop Out-of-Control Spending and Borrowing
- Excerpt: "As a longtime military officer, Phil used leadership and common sense to accomplish missions with the resources at hand. As our State Representative, he will work with us to determine priorities, fund essential services, and support budgets marked by fiscal discipline, efficiency, and effectiveness."
Protect Taxpayers – Not Politicians and Bureaucrats
- Excerpt: "Phil is a public servant who has spent his career in the service of our nation and its people. Understanding our state’s economic constraints, he will never vote himself a pay raise because he knows public service should be about serving others. He will refuse cost-of-living adjustments (COLAs) and work to eliminate automatic raises for those elected or appointed to state government because he knows we need to first fund our promises to seniors and working families - many of whom haven’t seen a raise or increase in their COLAs for years."
Lead by Example to Change Harrisburg
- Excerpt: "Phil is one of us. He was born and raised here in Cambria County. After over 20 years of service on active duty, Phil and his wife Michele came home to live in Ebensburg. As our State Representative, Phil commits himself to live as we do. He will drive his own car, pay a portion of his health care, and never take a per diem just for showing up for work. To save your tax dollars and restore your trust in government, Phil will work to reduce the size of the state’s bureaucracy and sponsor legislation to ensure open and transparent government."
Hold the Line on Property Taxes and Fight Special Interest Payoffs
- Excerpt: "Phil is not a career politician. Like you, he has seen those in power continually break their promises when it comes to controlling property taxes. Despite passing gaming legislation with the promise of using the proceeds to reduce property taxes, career politicians spent this money on special interest paybacks and pet projects. Phil will fight for you, not the special interests."
