Phillip Burns was a 2014 candidate for the justice of the peace court in Gregg County, Texas (Precinct 4).[1]

Burns ran for election to the Gregg County Justice Court.
Primary: He was successful in the Democratic primary on March 4, 2014, receiving 36.7 percent of the vote. He competed against Bobby R. White and James Harold Mathis.
Runoff: Because no candidate received more than 50% of the vote, Burns faced Mathis in a runoff election on May 27, 2014. He was defeated, earning 47% of the votes cast.
