I am Phillip Givens, and I am currently the Clay County State's Attorney. I am married with three children who strongly believes in faith, family and community. I am a Christian and Republican who strongly believes in upholding the Constitutions of the State of Illinois and the United States of America. I am a firm believer in working hard and being genuine. I was raised by a single mother for most of my life with strong grandparents to help. I graduated from the University of Illinois in 2008. I fought for custody of my oldest son and received full custody in 2011. Then, I attended SIU School of law, commuting over an hour each way while working and being a single parent. I graduated in 2016 and became the Gallatin County Public Defender and solo practitioner. I followed that experience with being an Assistant State's Attorney in Saline County, prosecuting cases ranging from petty traffic to First Degree Murder. I left there to become a solo practitioner before becoming an Assistant Attorney General representing Illinois Department of Corrections employees in inmate litigation. I was appointed and took over as the Clay County State's Attorney in April of 2022 and am still in that position. I am now running for Circuit Judge of the Fourth Judicial Circuit so I can continue my service to a broader area in protecting the community, holding people accountability and looking out for the best interest of justice.
  • I am a strong advocate for Constitutional Rights. I have sworn an Oath to uphold the Constitutions of the State of Illinois and the United States of America, and I have held strong to that Oath throughout my career. I would continue to do that as Circuit Judge. As State's Attorney, I have debated and voiced my issues on laws I believed were passed in an unconstitutional manner or are unconstitutional on their face. I will continue to hold dear to my sworn oath to uphold the Constitution.
  • I have lived a life full of experiences both personally and professionally. I have prior work experience in every aspect of the law that a Judge sees in the Fourth Circuit can see on any given day. I have shaped my career in providing service to the community and am able to apply those experiences in any given legal situation. My personal experiences include being raised in a low-income household, having family members with substance abuse issues, and being the first member of my immediate family to achieve a bachelor's degree. I can understand just about every person's situation when they walk into court. I am more able to apply the law appropriately and fairly as a result of those experiences.
  • I hold people accountable in a fair and reasonable manner. I understand that people come into court on what may be their worst days or under dire circumstances. There are times people deserve a chance and I have always been willing to do that as an Attorney. As a State's Attorney, I have held people accountable once they do not take advantage of that opportunity. We can lack that at times, and I have a history of being consistent in holding people accountable.
Public Safety has always been important to me and will continue to be. I have a family and always look out for the future of my children and the community.
