Phillip Swagel
Phillip Swagel is the director of the Congressional Budget Office (CBO). His appointment was announced by Senate Budget Chairman Michael Enzi and House Budget Chairman John Yarmuth on May 15, 2019, and he took office on June 3, 2019.[1]
Swagel's term officially ended on January 3, 2023; however, he has continued in his role as director until a new director is appointed.[2]
The Congressional Budget Office is a federal office formed "to provide the budget committees and the Congress with objective, impartial information about budgetary and economic issues."[3] The appointment is made jointly by the president pro tem of the Senate and speaker of the House for a four year term.[4]
Biography
At the time of his appointment, Swagel was a professor of international economic policy at the University of Maryland’s School of Public Policy and a visiting scholar at both the American Enterprise Institute and the Milken Institute. He also served as assistant secretary for economic policy at the U.S. Department of Treasury, as chief of staff and senior economist at the Council of Economic Advisers in the White House during the George W. Bush administration, and as an economist at the Federal Reserve Board and the International Monetary Fund.
Swagel received his Ph.D. in economics from Harvard University and his A.B. in economics from Princeton University.[1][5]
