Ballot question
The ballot question was as follows:[1]

Shall the City’s ordinance limiting the number of successive terms of members of the Pinole City Council be eliminated? A “yes” vote will eliminate the City’s existing term limits for Council members. A “no” vote will keep the City’s existing term limits for Council members in effect.[2] |

The following impartial analysis of the measure was prepared by the office of the Pinole City Attorney:

On February 6, 2018, the City Council of the City of Pinole adopted a resolution approving the submission of a ballot measure to the City’s voters asking whether existing limitations on the number of successive terms individuals may serve on the Pinole City Council should be repealed (“Measure P”). The City of Pinole is governed by a five member City Council elected by the voters. Individuals are elected to the City Council to serve a four-year term. The terms are staggered so that every two years the voters will elect either two or three individuals to the City Council. Section 2.08.030 of the Pinole Municipal Code currently provides that an individual who has served three successive terms on the City Council is not eligible to serve on the City Council again until two years have passed since the end of the individual’s third successive term. Measure P, if adopted, would remove the existing limitation on the number of successive terms allowed, so that there would be no limit on the number of successive terms an individual could serve on the City Council. The measure would take effect immediately. A “yes” vote will eliminate the City’s existing term limits for Council members. A “no” vote will keep the City’s existing term limits for Council members in effect. Measure P would be approved if it receives a simple majority of “yes” votes.[2] |
