Three of the seven seats on the Pittsylvania County Public Schools school board in Virginia were up for by-district general election on November 7, 2017. Incumbent Charles Miller Jr. did not file to run for re-election, which left the Banister District seat open for a newcomer. Raymond Ramsey won that seat after running unopposed. Incumbent Calvin Doss defeated challenger Anita Royston in the race for the Callands-Gretna District seat. In the race for the Dan River District seat, Cassandra Crump defeated Gayle Barts and incumbent W. Neal Oakes.[1]

The Pittsylvania County school board consists of seven members elected to four-year terms. Elections are held by district on a staggered basis every November of odd-numbered years. Four seats were up for election on November 3, 2015, and three seats were up for election on November 7, 2017.[2]

To qualify as school board candidates, interested parties had to be at least 18 years old, U.S. citizens, and residents of Virginia for at least one year prior to the election. To get on the ballot, candidates had to file nomination paperwork with their county election office by June 13, 2017.[3][4]

To vote in this election, citizens of the school district had to register by October 16, 2017.[5] Photo identification was required to vote in Virginia.[6]

The 2017 Pittsylvania County school board election had a lower percentage of unopposed seats and a higher average number of candidates per seat than the district's previous two elections. In 2017, one of the three seats on the ballot was unopposed, and six candidates ran for three seats for an average of two candidates per seat. In 2015, three-quarters of the seats on the ballot were unopposed and an average of 1.25 candidates ran per seat, and in 2013, two-thirds of the seats were unopposed and an average of 1.33 candidates ran per seat.

The Pittsylvania County school district is located in south-central Virginia in Pittsylvania County. The county seat is Chatham. The county was home to 61,687 residents in 2016, according to estimates by the United States Census Bureau.[9] The district was the 30th-largest school district in the state in the 2014-2015 school year and served 9,299 students.[10]

Demographics

Pittsylvania County underperformed compared to Virginia as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 14.1 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 36.3 percent of state residents. During the same time period, the median household income in Pittsylvania County was $41,824, compared to $65,015 for the entire state. The poverty rate in the county was 17.1 percent, compared to 11.2 percent statewide.[9]
