A collective bargaining agreement (CBA), in the context of police union contracts, is a contract between a state, city, or other governing entity and a police union to establish rights, protections, and provisions for law enforcement officers. What follows is the text of the Meet and Confer Agreement between the city of Houston, Texas, and the Houston Police Officers’ Union which expired on June 30, 2025.[1]
