A collective bargaining agreement (CBA), in the context of police union contracts, is a contract between a state, city, or other governing entity and a police union to establish rights, protections, and provisions for law enforcement officers. What follows is the text of the Memorandum of Understanding between the city of Phoenix, Arizona and the Phoenix Law Enforcement Association which became effective July 2023, and expired in July 2024.[1]
