    • October 12 - October 21, 2018: The Public Policy Institute of California (PPIC) surveyed 989 likely voters on Proposition 10, finding 25 percent in support, 60 percent in opposition, and 15 percent undecided. A majority of Republicans (72 percent), independents (61 percent), and Democrats (54 percent) opposed Proposition 10.[3]
    • October 12 - October 14, 2018: SurveyUSA surveyed 762 likely voters on Proposition 10, finding 35 percent in support, 45 percent in opposition, and 18 percent undecided. The poll found a majority of Republicans (57 percent) opposed and a plurality of Democrats (41 percent) and independents (47 percent) opposed to Proposition 10.[4]
    • September 17 - October 14, 2018: USC Dornsife and the Los Angeles Times surveyed 794 likely voters on Proposition 10, finding 41 percent in support, 37 percent in opposition, and 21 percent undecided. The poll found a majority of Democrats (53 percent) in support of the ballot initiative, while a majority of Republicans (58 percent) opposed the initiative. A plurality of respondents with no party preference (44 percent) supported the measure.[5]
    • September 8 - September 18, 2018: The Public Policy Institute of California (PPIC) surveyed 964 likely voters on Proposition 10. Of those surveyed, 36 percent supported, 48 percent opposed, and 16 percent were undecided on the ballot initiative. A plurality of Democrats (46 percent) supported Proposition 10, while a majority of Republicans (52 percent) and independents (52 percent) opposed the measure.[6]

    October 12, 2018 - October 21, 2018: The Public Policy Institute of California surveyed 989 likely voters on Proposition 6, finding support at 41 percent and opposition at 48 percent. A majority of Republicans (53 percent) supported Proposition 6, as did a plurality of independents (49 percent). A majority of Democrats (59 percent) opposed Proposition 6. The question asked was:[3]

    Proposition 6 is the Eliminates Certain Road Repair and Transportation Funding. Requires Certain Fuel Taxes and Vehicle Fees be Approved by the Electorate. If held today, would you vote yes or no?[2]

    October 12, 2018 - October 14, 2018: SurveyUSA polled 762 likely voters on Proposition 6, finding support at 58 percent, opposition at 29 percent, and 13 percent undecided. Proposition 6 had the support of 79 percent of Republicans, 61 percent of independents, and 44 percent of Democrats in the poll. The question asked was:[7]

    Next, Proposition 6, a constitutional amendment which would repeal gasoline and diesel taxes, and vehicle fees, that were enacted in 2017 and would require any future fuel taxes be approved by voters. A YES vote on Prop 6 would repeal fuel tax increases that were enacted in 2017, including the Road Repaid and Accountability Act of 2017. A NO vote on Prop 6 would keep the fuel taxes imposed in 2017 by the California legislature in place, and would allow the legislature to impose whatever fees and taxes it approved in the future, provided 2/3 of the CA House and 2/3 of the CA Senate approved. On Proposition 6, how do you vote?[2]

    September 17, 2018 - October 14, 2018: USC Dornsife and the Los Angeles Times surveyed 794 voters on Proposition 6, finding support at 41 percent, opposition at 42 percent, and 17 percent undecided. The poll found that 32 percent of Democrats, 37 percent of independents, and 65 percent of Republicans supported Proposition 6. Respondents were asked the following question:[8]

    Proposition 6: Eliminates Recently Enacted Road Repair and Transportation Funding by Repealing Revenues Dedicated for those Purposes. Requires any Measure to Enact Certain Vehicle Fuel Taxes and Vehicle Fees be Submitted to and Approved by the Electorate. Initiative Constitutional Amendment

    • Repeals a 2017 transportation law’s tax and fee provisions that pay for repairs and improvements to local roads, state highways, and public transportation.

    • Requires the Legislature to submit any measure enacting specified taxes or fees on gas or diesel fuel, or on the privilege to operate a vehicle on public highways, to the electorate for approval

    September 9, 2018 - September 18, 2018: The Public Policy Institute of California (PPIC) surveyed 964 likely voters on Proposition 6. Of those surveyed, 39 percent supported, 52 percent opposed, and 8 percent were undecided on the ballot initiative. A majority of Democrats (62 percent) opposed the ballot proposition, while 50 percent of Republicans supported it, and a plurality of independents (47 percent) opposed it. The question asked was:[9]

    Proposition 6 is called the ‘Eliminates Certain Road Repair and Transportation Funding. Requires Certain Fuel Taxes and Vehicle Fees be Approved by the Electorate. Initiative Constitutional Amendment.’ If the election were held today, would you vote yes or no on Proposition 6?[2]

    August 11, 2018 - August 16, 2018: Probolsky Research surveyed 900 likely voters on Proposition 6. Probolsky Research read interviewees the exact ballot language for Proposition 6, finding that 35.8 percent supported, 48.3 percent opposed, and 14.6 percent were undecided on Proposition 6. An additional 1.3 percent refused to answer the question. The voters with the highest level of support were Republicans, who favored the initiative 57.8 percent to 30.9 percent. A majority of Democrats opposed the ballot initiative, with 23.9 percent in support and 59.1 percent opposed. The question asked was:[10]

    The General Election ballot in November includes Proposition 6, an initiative that reads: “Eliminates Certain Road Repair and Transportation Funding. Requires Certain Fuel Taxes and Vehicle Fees be Approved by the Electorate. Initiative Constitutional Amendment.” If you were voting today, would you vote yes or no?[2]

    June 25, 2018 - June 27, 2018: SurveyUSA polled 559 likely voters in California on Proposition 6, finding that 46 percent supported, 33 percent opposed, and 22 percent were undecided on Proposition 6. The group with the highest level of support was Republicans, who favored the initiative 61 percent to 20 percent. A majority of independents also supported Proposition 6, with 53 percent in support and 30 percent opposed. A plurality of Democrats opposed the ballot initiative, with 34 percent in support, 40 percent opposed, and 27 percent undecided. The question asked was:[11]

    California voters will also be asked to vote yes or no on an initiative called "The California Voter Approval for Gas and Vehicle Taxes Initiative," or the "Gas Tax Repeal Initiative."

    This initiative repeals a 2017 transportation law's tax and fee provisions that pay for repairs and improvements to local roads, state highways, and public transportation. It requires the Legislature to submit any measure enacting specified taxes or fees on gas or diesel fuel, or on the privilege to operate a vehicle on public highways, to the electorate for approval.

    Fiscal impact: Reduced annual state transportation tax revenues of $2.9 billion in 2018-19, increasing to $4.9 billion annually by 2020-21. These revenues would primarily have supported state highway maintenance and rehabilitation, local streets and roads, and mass transit. In addition, potentially lower transportation tax revenues in the future from requiring voter approval of such tax increases, with the impact dependent on future actions by the Legislature and voters.

    If you were marking your November ballot now, would you vote yes, to repeal the 2017 law's taxes and fees? Or no, to leave the 2017 law alone?[2]

    Polling on RRAA

    The polls below were not specific to the ballot initiative. Rather, the polls asked residents what their position was on the future status—keep or repeal—of the RRAA.

    USC Dornsife and the Los Angeles Times polled registered voters on whether to keep or repeal Senate Bill 1 (SB 1). The first poll was conducted in October and November 2017 and indicated that 46 percent wanted to keep and 54 percent wanted to repeal SB 1. The bill had the support of 55 percent of Democrats, 50 percent of independents, and 25 percent of Republicans.[12] The second poll was conducted in April and May 2018 and estimated that 38 percent wanted to keep and 51 percent wanted to repeal the tax increase. The bill had the support of 49 percent of Democrats, 43 percent of independents, and 12 percent of Republicans.[13]

    • An online poll from the University of Colorado’s American Politics Research Lab and conducted by YouGov from October 12 to October 17 asked registered voters how they would vote on Amendment Y if they had to choose "yes" or "no." Overall, it showed 78 percent in support, and 22 percent opposed. Among Democrats, there was 89 percent and 11 percent opposition. Among Republicans, there was 64 percent support and 36 percent opposition. Among independents, there was 79 percent support and 21 percent opposition.

  • Hawaii Constitutional Convention Question (2018) Defeated

    In a May 2018 Civil Beat poll, a random sample of 967 registered voters statewide were asked the following question:[1]

    Every 10 years, Hawaii voters have the opportunity to call for a state constitutional convention. A constitutional convention would give Hawaii's voters a chance to amend the state constitution without going through the legislature. The last time voters chose to hold a constitutional convention was in 1978. Whether or not to hold a new constitutional convention will be on the ballot again in 2018.

    If it passes in 2018, voters will elect delegates, and the delegates will meet, and may recommend changes to the state constitution. Any changes the convention recommends would then go to Hawaii's voters to either ratify or reject. Based on the information you have heard, would you support or oppose holding a constitutional convention in Hawaii?[2]

    Of the 967 respondents, 523 (or 54%) supported holding a constitutional convention. Only 194 of 967 respondents (20%) opposed holding a convention, while 164 respondents said they needed more information. Nine respondents said it didn't matter to them, and 77 said they weren't sure.

    • A May 2018 poll, commissioned by WBUR News and conducted by Mass INC Polling Group, asked 501 registered Massachusetts voters, "There may be a measure on the 2018 ballot that would repeal the law which allowed transgender people to use public restrooms and locker rooms consistent with their gender identities, regardless of their sex at birth. Would you support or oppose repealing this law? PROBE: And do you strongly (support/oppose) this idea, or just somewhat?" Thirty-eight percent of voters polled supported repealing the law that allowed transgender people to use bathrooms and locker rooms that correspond with their gender identity regardless of their sex at birth. Fifty-two percent of voters polled supported allowing transgender people to continue using the restrooms and locker rooms that correspond with their gender identity.[18]

    The following are brief summaries of polls that provided info in addition to overall support and opposition:

    • The Glengariff Group (commissioned by The Detroit News and WDIV-TV) surveyed 600 likely voters between October 25 and October 27, 2018, finding 57.0 percent of respondents in support of Proposal 1, 40.2 percent opposed, and 2.8 percent undecided. About 86 percent of respondents between the ages of 18 and 29 supported Proposal 1, whereas 38.5 percent of respondents over the age of 65 supported Proposal 1. Glengariff Group pollster Richard Czuba said, “Voters know where they stand on the issue of legalization. But the one red flag I’d wave here is that if younger voters don’t materialize at the polls, this is going to be a closer proposal than it's polling at right now.”[21]
    • EPIC-MRA (commissioned by Detroit Free Press, WLNS-TV 6, WOOD-TV 8, and WJRT-TV 12) surveyed 600 likely voters between October 18 and October 23, 2018, finding 57 percent of respondents in support of Proposal 1, 41 percent opposed, and 2 percent undecided. Josh Hovey, spokesman for the Coalition to Regulate Marijuana Like Alcohol, responded to the poll, saying, "the public recognizes that prohibition causes more harm than the product itself and that regulation and taxation is the way we need to go." Scott Greenlee, director of Healthy and Productive Michigan, also responded, stating, "Polls are always interesting things. We learned that in the 2016 elections, didn’t we? That’s not the feel we have on the ground."[22]
    • The Glengariff Group (commissioned by The Detroit News and WDIV-TV) surveyed 600 likely voters between September 30 and October 2, 2018. Support for Proposal 1 was 62 percent—the highest level of support for Proposal 1 found by a poll in 2018. Opposition was 35 percent.[23]
    • Between September 13 and 16, 2018, JMC Analytics surveyed 600 likely voters on Proposal 1. Support for the ballot initiative was 43 percent. Opposition to the ballot initiative was 40 percent. The respondents were divided along age groups, with support at 59 percent for 18-34 years of age and 33 percent for 65 years and older.[24]
    • The Glengariff Group (commissioned by The Detroit News and WDIV-TV) surveyed 600 likely voters between September 5 and September 7, 2018, on Proposal 1. The media outlets found support for Proposal 1 at 56 percent in their sample of voters. Jonathan Oosting of The Detroit News said age was the most predictive variable of whether a respondent supported or opposed Proposal 1. He said, "Just 37 percent of voters over the age of 65 said they support legalization compared with 79 percent for 18-29 year olds and about 72 percent for 30-39 year olds."[25]
    • Healthy & Productive Michigan, an opponent of Proposal 1, hired Victory Phones to ask voters about the initiative in early May 2018. The firm surveyed 800 residents, finding support at 48 percent, opposition at 42 percent, and 11 percent undecided. Scott Greenlee, president of Healthy & Productive Michigan, said, "Previous polls showing majority support didn’t pass the smell test. When polling, it is always important to review how the questions are asked and what size of audience responds."[26][27]
    • Michigan NORML, a supporter of Proposal 1, hired polling firm EPIC-MRA to ask voters about the measure in late February 2018. EPIC-MRA surveyed 600 residents, finding support at 61 percent, opposition at 35 percent, and 4 percent undecided or who refused to answer the question. The strongest level of support for the measure, at 87 percent, came from residents between ages 18-34. The strongest level of opposition to the measure, at 58 percent, came from residents who described themselves as strong GOP Tea Party supporters. Of those surveyed, a majority of Democrats (74 percent) and independents (72 percent) supported the initiative, while the percentage of Republicans who supported and who opposed the measure was tied at 48 percent.[28]

    A poll conducted by Sooner Poll in early January 2018 found that 61.8 percent of those surveyed supported State Question 788. Support was highest among Democrats, with 61 percent strongly supporting the measure and an additional 13.6 percent somewhat supporting it. Among Independents, 58.3 percent said they strongly supported State Question 788, and 25 percent said that they somewhat supported it. Among Republicans, 29.6 percent strongly supported it, and 19 percent somewhat supported it.[34] A second poll conducted by Sooner Poll during May 15-23, 2018, found that 57.5 percent of those surveyed supported State Question 788 while 29.6 percent opposed it. A total of 12.9 percent of respondents were undecided.[35]

  • Oregon Measure 101, Healthcare Insurance Premiums Tax for Medicaid Referendum (January 2018) Approved

    Lindholm Research surveyed 400 Oregon voters by telephone between December 11-13, 2017. Participants were asked, “If the election were held today, would you vote yes or no on Measure 101: Approves temporary assessments to fund health care for low-income individuals and families, and to stabilize health insurance premiums. Temporary assessments on insurance companies, some hospitals, and other providers of insurance or health care coverage. Insurers may not increase rates on health insurance premiums by more than 1.5 percent as a result of these assessments.” The results of this poll are shown in the table below.[36] When asked the same question, Lindholm found that 64.8 percent of Democrats said they supported the measure, while 28 percent said they were undecided, and 7.1 percent said they planned to vote "no". In contrast, 41.3 percent of Republicans said they supported the measure, 27.5 percent said they were undecided, and 31.2 percent said they planned to vote "no".[36]

  • Utah Nonbinding Opinion Question 1, 10 Cents per Gallon Gas Tax Increase for Education and Local Roads (2018) Defeated

    • An August 2018 poll found that 50 percent of respondents supported the increase while 47 percent opposed it and 3 percent remained undecided.
    • A June 2018 poll asked 654 voters "Do you support or oppose this proposed 10-cent gasoline tax increase?" and found that 56 percent of respondents were opposed to the gas tax increase.
    • In a May 2018 poll by Dan Jones & Associates, voters were asked if they supported the nonbinding opinion question measure to raise gas taxes 10 cents per gallon with the money going toward education and local roads. The poll found that, among Republicans, 52 percent oppose the measure and 45 percent support it. Among Democrats, 76 percent support it while 17 percent oppose it.[1]

    The following poll by Crosscut/Elway showed support for measure 1639 leading at 59 percent while 34 percent of respondents opposed the measure. Among Democrats, 91 percent of respondents supported the measure while six percent opposed it and three percent were undecided. Among Republicans, 26 percent of respondents supported the measure, 64 percent opposed it, and nine percent were undecided.[46]

    The following poll by Crosscut/Elway showed support for measure 1631 leading at 50 percent while 36 percent of respondents opposed the measure with another 14 percent undecided. Among Democrats, 77 percent of respondents supported the measure, 11 percent opposed it, and 12 percent were undecided. Among Republicans, 18 percent of respondents supported the measure, 65 percent opposed it, and 17 percent were undecided.[47]
