An effort to recall Angi Christian, Jan Barbas, Roger Thompson, and Andy Martin from their positions on the Port of Brookings board of commissioners in Oregon was launched in January 2018 over the firing of port manager Gary Dehlinger. A committee formed by port staff member Skylar Windham filed the recall petitions, and the Port of Brookings Business/Citizens Association (PBBCA) said they would help collect signatures.[1] After the signatures were certified by the county on April 19, 2018, Roger Thompson and Andy Martin resigned.[2] Christian and Barbas chose not to resign, so they faced a recall election on May 29, 2018. Both were recalled.

The following text was taken from the Port of Brookings Harbor website:[3]

As of January 5 2018 the Port Manager Gary Dehlinger was terminated, on January 9 2018 Port Manager Gary Dehlinger was reinstated but placed on Administrative leave, please be aware that this might have an effect on normal port operations.[4]

Recall vote

The recall election was on May 29, 2018. The deadline to register to vote in the recall election was May 8, 2018.[5] Barbas and Christian were both recalled.[6]

Recall supporters

Skylar Windham said, "I filed the petitions because concerned tenants and a lot of people wanted to know why Gary was fired." Roy Davis, the only member of the board that was not targeted for recall, said, "After sitting in a meeting and seeing the way Gary was let go, I support the recall."[1] Gary Klein, founder of PBBCA, said the commissioners should resign in order to avoid recall elections and to save the port money.

Recall opponents

After the recall effort began, Commissioners Andy Martin and Angi Christian both said they were focused on the port and not on the recall.[1] At the board meeting on January 16, 2018, commissioners were asked why they had fired Dehlinger. Christian said that they were advised by counsel not to comment on anything related to Dehlinger.[7]

Recall proponents needed to collect 856 valid signatures for each recall petition by April 16, 2018, in order for a recall to be placed on the ballot.[1] Petitions were turned in to the county clerk's office on April 16, 2018.[8] They were certified by the county on April 19, 2018. The commissioners had until April 24, 2018, to decide whether to resign on face a recall election. Roger Thompson and Andy Martin resigned on April 20, 2018.[2] Christian and Barbas chose not to resign, so a recall election was scheduled for May 29, 2018.
