Portland Question A was on the ballot as an initiative in Portland on June 13, 2023. It was defeated.
A "yes" vote supported allowing for the establishment of new Base Rents at the time of a new tenancy, but only in instances when the prior tenant moves out voluntarily. |
A "no" vote opposed allowing for the establishment of new Base Rents at the time of a new tenancy, but only in instances when the prior tenant moves out voluntarily. |
A simple majority vote was required for the approval of this measure.

The ballot title for Question A was as follows:
“ | An Act to Amend Rent Control and Tenant Protections maintains all tenant protections established in the existing Rent Control and Tenant Protections ordinance. The Act removes incentives for landlords to increase rents for existing tenants and discourages no-cause evictions by allowing for the establishment of new Base Rents at the time of a new tenancy, but only in instances when the prior tenant moves out

Path to the ballot
The Rental Housing Alliance of Southern Maine collected over 3,000 signatures. The required number of valid signatures was 1,500. The petition was presented to the Portland City Council, and on March 20, 2023, the city council voted 9-0 to place the measure on the June 2023 ballot.

- ↑ Under federal law, the national mail voter registration application (a version of which is in use in all states with voter registration systems) requires applicants to indicate that they are U.S. citizens in order to complete an application to vote in state or federal elections, but does not require voters to provide documentary proof of citizenship. According to the U.S. Department of Justice, the application "may require only the minimum amount of information necessary to prevent duplicate voter registrations and permit State officials both to determine the eligibility of the applicant to vote and to administer the voting process."
