Three seats on the Poway Unified School District Board of Education were up for general election on November 4, 2014.[1] Two at-large incumbents, Marc Davis and Todd Gutschow, ran for re-election. They faced challengers Charles Sellers, John P. Riley, Katie Newbanks, Michelle O'Connor-Ratcliff, T.J. Zane and Jeannie Foulkrod.[2]

Neither incumbent was re-elected as O'Connor-Ratcliff, Sellers and Zane won the general election.

Poway Unified School District is located in San Diego County, California. The county seat of San Diego County is San Diego. San Diego County was home to 3,211,252 residents in 2013, according to the United States Census Bureau.[3] In the 2011-2012 school year, Poway Unified School District was the 22nd-largest school district by enrollment in California and served 34,569 students.[4]

Demographics

San Diego County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 34.4 percent of San Diego County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for San Diego County was $63,373 compared to $61,400 for the entire state. The percentage of people below poverty level for San Diego County was 13.9 percent while it was 15.3 percent statewide.[3]

Voter and candidate information

The Poway Unified School District Board of Education consists of five members elected at-large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Three seats were up for election in 2014, and two seats will be up for election in 2016.[1][9]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[10]

Endorsements

The Republican Party of San Diego County endorsed candidates T.J. Zane and Jeannie Foulkrod.[11] The Lincoln Club of San Diego County also endorsed Zane and Foulkrod, as well as incumbent Marc Davis.[12]

The San Diego County Democratic Party and the San Diego and Imperial Counties Labor Council endorsed candidates Charles Sellers and Michelle O'Connor-Ratcliff.[13][14] Sellers and O'Connor-Ratcliff, along with fellow candidate John P. Riley, were also endorsed by the Poway School Employees Association and the Service Employees International Union.[15] The community organization Evolve endorsed O'Connor-Ratcliff, Riley and fellow candidate Katie Newbanks.[16]

The Poway Federation of Teachers endorsed Zane, Davis and incumbent Todd Gutschow.[17] California Senators Joel Anderson (R) and Mark Wyland (R) endorsed Foulkrod and Zane.[18][19] Sen. Anderson additionally endorsed Davis.[20]

Poway Unified School District board member Andy Patapow and former member Penny Ranftle endorsed Gutschow, while board member Kimberley Beatty endorsed Riley and O'Connor-Ratcliff.[21][22][23]

Foulkrod received further endorsements from the San Diego Tax Fighters, the Asian American Republican Coalition and Citizens for a Quality Education (CQE) San Diego.[18] Zane received the additional endorsement of the Howard Jarvis Taxpayers Association.[19]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[24]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[24]

Reports

Candidates received a total of $129,061.56 in contributions and spent a total of $86,877.84 in expenditures as of October 18, 2014, according to the second pre-election reports published by the San Diego County Registrar of Voters.[25][26][27][28][29][30] Candidate Katie Newbanks filed Form 470 with the San Diego County Registrar of Voters, indicating she did not intend to raise or spend more than $1,000 for her 2014 campaign. Because of this, Newbanks did not have to file any additional campaign finance reports.[31]

Issues in the election

Board looking to refinance mounting debt

A $105 million loan was the reason many candidates decided to run in the 2014 Poway Unified School District Board of Education election. By 2051, the bond is going to cost taxpayers in the district nearly $877 million in accrued interest. The loan came from capital appreciation bonds and was used to build new schools and improve existing facilities in the district. The bonds were approved by voters with the understanding that property taxes would not increase, but with growing debt on the horizon, the board is looking at refinancing possibilities. One option, according to financial advisor Dale Scott, is to repurchase and restructure the bonds, which would offer some savings to taxpayers. The board held a number of public meetings to address the possibility of refinancing the bond.[15][32]

John P. Riley, a candidate for one of the at-large seats on the Poway Unified Board of Education that were up for election on November 4, 2014, said the fact that the board is looking into a refinancing deal is both good news and bad news. Riley claimed the good news was that the district was looking into ways to address what he called a "fiscally irresponsible bond." The bad news, according to Riley, was the possibility of a tax hike, the large amount of interest that will need to be paid and the lack of transparency about the refinancing process.[32] Riley and fellow challengers Jeannie Foulkrod, Charles Sellers and T.J. Zane all said they joined the race because of their concerns over the bond. Incumbents Marc Davis and Todd Gutschow said they hoped voters would judge them on more than the bond issue come November 4, 2014.[15]

Voters decided to put three newcomers on the board in the general election. Whether the incumbents lost because of the bond issue is unknown, but Gutschow and Davis came in fifth and sixth place in vote totals, respectively. Candidate Michelle O'Connor-Ratcliff came in first, with Sellers and Zane winning the other two at-large seats.[33]
