Executive Order 14031: Advancing Equity, Justice, and Opportunity for Asian Americans, Native Hawaiians, and Pacific Islanders was a presidential executive order issued by President Joe Biden (D) in May 2021 that established the White House Initiative on Asian Americans (AA), Native Hawaiians, and Pacific Islanders (NHPI) and the President's Advisory Commission on Asian Americans, Native Hawaiians, and Pacific Islanders. The executive order sought "to advance equity, justice, and opportunity for AA and NHPI communities in the United States, including efforts to close gaps in health, socioeconomic, employment, and educational outcomes," according to the text.[1]
Background
President Joe Biden (D) issued Executive Order 14031, titled "Advancing Equity, Justice, and Opportunity for Asian Americans, Native Hawaiians, and Pacific Islanders," on May 28, 2021. The order established the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders and the President's Advisory Commission on Asian Americans, Native Hawaiians, and Pacific Islanders within the U.S. Department of Health and Human Services in an effort to address "persistent disparities in socioeconomic, health, and educational outcomes," according to the text.[1]
E.O. 14031 superseded a series of executive orders first issued by President Bill Clinton (D) establishing a White House initiative and an advisory commission in support of Asian American and Pacific Islander communities.[1]
Executive orders on Asian Americans, Native Hawaiians, and Pacific Islanders
Executive Order 14031 superseded and continued the underlying objectives of the following executive orders in support of Asian Americans, Native Hawaiians, and Pacific Islanders:
- Executive Order 13125, titled "Increasing Participation of Asian Americans and Pacific Islanders in Federal Programs," was issued by President Bill Clinton (D) on June 7, 1999. E.O. 13125 created the first White House Initiative on Asian Americans and Pacific Islanders as well as the President's Advisory Commission on Asian Americans and Pacific Islanders housed in the U.S. Department of Health and Human Services.[1][2]
- Executive Order 13216, issued by President George W. Bush (R) on June 6, 2001, renewed the President's Advisory Commission on Asian Americans and Pacific Islanders for a two-year period.[3]
- Executive Order 13339 titled, "Increasing Economic Opportunity and Business Participation of Asian Americans and Pacific Islanders," was issued on May 13, 2004, by President George W. Bush (R) and continued to the White House Initiative on Asian Americans and Pacific Islanders as well as the President's Advisory Commission on Asian Americans and Pacific Islanders within the Department of Commerce.[4]
- Executive Order 13515, titled "Increasing Participation of Asian Americans and Pacific Islanders in Federal Programs," was issued on October 14, 2009, by President Barack Obama (D). The order continued to the White House Initiative on Asian Americans and Pacific Islanders as well as the President's Advisory Commission on Asian Americans and Pacific Islanders within the Department of Education.[5]
- Executive Order 13872, titled "Economic Empowerment of Asian Americans and Pacific Islanders," was issued by President Donald Trump (R) on May 13, 2019. The order reestablished the White House Initiative on Asian Americans and Pacific Islanders as well as the President's Advisory Commission on Asian Americans and Pacific Islanders within the Department of Commerce.[6]
Provisions
Policy
Section 1 of E.O. 14031 stated that the policy of the executive order was "to advance equity, justice, and opportunity for AA and NHPI communities in the United States."[1]
President's advisory commission
Section 2 of E.O. 14031 continued the President's Advisory Commission on Asian Americans, Native Hawaiians, and Pacific Islanders within the Department of Health and Human Services. It stated that the commission shall be led by two co-chairs, one of whom shall be the secretary of Health and Human Services, and the other of whom shall be the head of another executive department or agency.[1]
Section 2 of E.O. 14031 stated that the commission shall consist of 25 members appointed by the president who must have "a history of advancing equity, justice, and opportunity for AA and NHPI communities." The order further stated that the secretary of Health and Human Services shall designate a director of the commission.[1]
White House initiative
Section 3 of E.O. 14031 reestablished the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders in order to "advance equity, justice, and opportunity for AA and NHPI communities by coordinating Federal interagency policymaking and program development efforts to eliminate barriers to equity, justice, and opportunity faced by AA and NHPI communities, including by advancing policies, programs, and initiatives." The order directed two co-chairs to lead the commission, including the secretary of Health and Human Services and the head of an executive agency appointed by the president.[1]
Revocation of executive orders
Section 4 of E.O. 14031 revoked and superseded four previous executive orders aiming to support Asian American and Pacific Islander communities.[1]
