Executive Order 14045: White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics was a presidential executive order issued by President Joe Biden (D) in September 2021 that established the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics and the President's Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics. The order aimed to "enable Hispanic and Latino students to reach their highest potential through our Nation's schools and institutions of higher education," according to the text.[1]

Background

President Joe Biden (R) issued Executive Order 14045, titled "White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics," on September 13, 2021. The order revoked the White House Hispanic Prosperity Initiative and the President's Advisory Commission on Hispanic Prosperity established by President Donald Trump (R) via Executive Order 13935 and replaced them with the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics as well as the President's Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics.[1]

Executive orders on Hispanic educational opportunities

E.O. 14045 continued and built on the following series of executive orders aiming to address educational and economic opportunities for Hispanic Americans:

  • Executive Order 12729, issued by President George H.W. Bush (R) September 24, 1990, created the White House Initiative on Educational Excellence for Hispanic Americans and the President's Advisory Commission on Educational Excellence for Hispanics with the goal of advising the secretary of education to promote quality education for Hispanic Americans.[2]
  • Executive Order 12900, issued by President Bill Clinton on February 18, 1994, reestablished the White House Initiative on Educational Excellence for Hispanic Americans and the President's Advisory Commission on Educational Excellence for Hispanics, directing the commission to report the progress of Hispanic Americans toward the achievement of national educational goals by developing ways to monitor and coordinate state, private sector, and federal government efforts to improve Hispanic American education.[3]
  • Executive Order 13230, issued by President George W. Bush (R) on October 12, 2001, reestablished the White House Initiative on Educational Excellence for Hispanic Americans and the President's Advisory Commission on Educational Excellence for Hispanic Americans, tasking the commission with assisting the secretary of education in promoting policies to help Hispanic Americans meet the standards of the No Child Left Behind Act.[4]
  • Executive Order 13555, issued by President Barack Obama (D) on October 19, 2010, reestablished the White House Initiative on Educational Excellence for Hispanics and the President's Advisory Commission on Educational Excellence for Hispanics.[5]
  • Executive Order 13935, issued by President Donald Trump (R) on July 9, 2020, created the White House Hispanic Prosperity Initiative and the President's Advisory Commission on Hispanic Prosperity "to improve Hispanic Americans' access to educational and economic opportunities," according to the text. The order sought to support work-based learning initiatives, apprenticeships, and economic investment for small and minority-owned businesses, stating that "quality education options offering multiple pathways to economic success are critical to developing our Nation's potential for the jobs of tomorrow."[6] President Donald Trump (R) later issued Executive Order 13889 on September 27, 2019, to continue the White House Initiative on Educational Excellence for Hispanics.[1]

Provisions

Policy

Section 1 of E.O. 14045 stated that the policy of the executive order was "to advance educational equity, excellence, and economic opportunity for Hispanic communities from early childhood until their chosen career."[1]

Initiative

Section 2 of E.O. 14045 established the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics and tasked the initiative with the following four goals:

  • "To advance equity in our Nation's schools and to promote the economic opportunity that follows it"
  • "[A]dvance educational equity and economic opportunity for Latino and Hispanic students, families, and communities"
  • "[A]dvise the Secretary on issues of importance and policies relating to educational equity, excellence, and economic opportunity for Hispanics and Latinos."
  • "[E]stablish a Federal Interagency Working Group, which shall be convened by the Executive Director and shall support the efforts of the Initiative."[1]

President's advisory commission

Section 3 of E.O. 14045 established the President's Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics within the Department of Education made up of not more than 21 members appointed by the president. The order stated that the commission shall provide advice to the president and secretary of education "on matters pertaining to educational equity and economic opportunity for the Hispanic and Latino community."[1]
