Biography

Prinscillia Sumpter was born in Charleston, South Carolina. Sumpter earned a bachelor's degree from the Vorhees College, an M.D. from Webster University, and an M.D. from the University of Phoenix. Her career experience includes working as an administrator and guardian ad litem. [1]

I was born and raised in South Carolina, Berkeley County. I am married with three adult children and three grandchildren.
I am a SC Licensed Nursing Home Administrator. I haver 25 plus year of experience in Health Care. I graduated from Voorhees College with a Bachelor of Science in Organizational Management. A Master in Health Care Administration (University of Phoenix) and a Master in Human Resource Management.(Webster).

I am the owner of PDS Home Health Care and HR Management LLR and PDS Advocacy and Social Assistance (Non-profit). I am a Guardian ad Litem in Berkeley County.

I am running because South Carolina Senate needs more woman at the table during the decision-making process. District 32 is stagnated and has been for a few years. We need growth, development, and a present Senator in all of District 32.

In the last four years women have lost reproduction rights. 18-year-olds can now own a handgun, with no training, this is unsafe.

We have an open carry law that basically allow anyone to carry a firearm in plain sight without closing loopholes to prevent a felon from purchasing a firearm.

Our education system is suffering. For example, Williamsburg County School District was taken over by SC School Superintendent under a "State of Emergency" because of poor performance in 2018, the State still retain control, sadly it's the County where the incumbent live.

We need better access to Health Care and Infrastructure.
  • I am not a Politician, just a constituent who is tired of seeing our District being unrepresented.

    I want to be an advocate for District 32. Reverse the harsh abortion laws in this state. Come up with a better way to fund our schools, return control of Williamsburg County back to the Superintendent and the School Board, while putting a PIP in place to identify schools who are struggling, help verses takeover. We need to expand Medicaid to low income and disabled adults. We need to provide better access to Health Care to ensure better health outcomes. We need to fix our terrible roads.

    These are some of the things if elected I would like to achieve within my first term.
  • We cannot expect change if we continue to elect the same individuals. Do we wait another four years and hope things will get better, because this is something I did last year, and nothing change, other than as a women, I no longer have reproduction rights. An 18-year-old can open carry a handgun, while we pray nothing will happen, the roads are so terrible on our cars, and several rural areas do not have proper access to EMS. Williamsburg County consist of 30,00 plus residence, unfortunately the whole entire County consist of only two working EMS ambulances. This is why I believe Williamsburg County rank #4 with worst health outcome. Response time can mean life or death.
  • I have mentioned Williamsburg County in several examples because our current Senator for District 32 live in Williamsburg County and his office is located there. It is telling when the Senator own hometown is falling apart, how can other areas expect improvement. The County lack accreditation, which is necessary to qualify for certain grants and loans as a County. Accreditation do not mean overpopulation, it's just meaning better access to grants to fix roads in Williamsburg County, and funds to purchase more EMS for the residence, along with some much-needed repairs on historical buildings. If elected I will set up substations in every County in District 32 to ensure communication with constituents.

Being Proactive and not Reactive
Be true to your word! Say what you mean and mean what you say to constitutes. Be present and available for constituents, communicate to constituent's periodical to keep them inform.

Often times Politicians say a lot of things to get elected, once elected they go ghost and do nothing until it is near election time. We as voters need to stop electing representatives who do not do what they say.
Electing someone because of name recognition, or because your family, church members, or just because they live in a pacific area, has hurt District 32 and continue to hurt District 32, we need to stop this. We are only hurting our District, while other Districts get new schools, we receive repairs, our elementary children are getting on the bus early in the am hours to travel an hour one way to school.
It is nothing wrong with ensuring our Technical Colleges are affordable, but without primary education, secondary education is a long shot.

We can do better, and we deserve better, it's been almost a decade, it is time to turn the page.
I was an advocate for those who could not for themselves, and I was a giver and not a taker.
Twighlight, I just love the book and the series on TV.
If everyone can work together for the good of the citizens, we would be in better shape than what we are in currently.

Goal driven achievement cannot be successful in chaos. I am sure there will be disagreements between the governor and state legislature, but finding common ground can be very rewarding if we talk to each other and not talk at one another.

The ideal relationship between the governor and state legislature is mutual respect for each other.
I do not think previous experience is necessary, that is the problem now. As long as the candidate understand local and state laws and regulations, with some experience in these areas, along with understanding how government function that is the most important aspect of politics
Absolutely, passing legislation require open communication. You cannot constructively communicate with people you have not establish a relationship with.
In all honestly, we have and had a few good legislators. none whom I would model myself after. We have a lot of long-term legislators, which is the problem.
I have had a lot of women reach out to me to share negative reproduction experience under our new abortion law, most are heartbreaking. One high risk mother was denied the right to choice if she wanted to terminate her pregnancy due to a risk of death. She wanted to live to raise her other two children, that right was taken, so now she lives in fear pending delivery, she has had several hospital stays due to being high risk.
None that I can think of right now.
I do not think the Governor should have absolute power, this should be a joint decision between legislators and the Governor even in emergency other than a natural disaster.

We can do better. It is imperative we have financial transparency to ensure elected officials are doing the right thing. A lot of government within some of the counties are struggle because of a lack of government accountability. If no one is really watching, how can we expect transparency and accountability?
Elected officials should not send business out of one county into another county to family or friends, if business within the county that need the work can perform the same duties. I believe in taking care of home first, county by county.
