A special election was called to fill the District 19 seat after it was vacated following the conviction of Edward McClain on charges of conspiracy, mail fraud, bribery and money laundering.[8][9] Dunn qualified to run in the Democratic special primary election, which was held on May 12, 2009. Dunn and Representative Merika Coleman (D) advanced to the Democratic special primary runoff on June 30, 2009. Dunn defeated Coleman in the runoff.[10]
Secretary of State Beth Chapman canceled the general special election scheduled for August 18 because no other candidate qualified to run and Jefferson County was low on funding. This resulted in Dunn winning the seat.[11]

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
