This page provides an overview of proposed ballot measures that did not appear on the ballot. These measures were introduced through the initiative or referral process but did not advance to a vote of the electorate.
From 2010 to 2024, an average of 810 citizen-initiated ballot measures were filed in each general election cycle. Around 6.3% of these qualified for the ballot. Legislators also proposed hundreds of constitutional amendments and other legislative referrals that did not appear on the ballot.
Initiatives fail to reach the ballot for various reasons. Some ballot initiatives are proposed but do not progress beyond filing and never develop active campaigns or submit signatures. Sometimes signatures are submitted, but not enough are deemed valid for certification. An initiative could be certified for the ballot and later withdrawn, as allowed in some states, often after a compromise is reached between campaigns or between proponents and legislators. Courts can also rule that an initiative cannot appear on the ballot.
