O'Neal participated in the following survey conducted by The Pueblo Chieftain. The survey questions appear bolded, and O'Neal's responses follow below.

Why are you running for school board?

As a soldier, my life has been about service. From a combat medic with seven combat tours to a university adjunct professor in health care administration, it's about giving back.

With a focus on policy and administration, my goal is to look at this district by layers to solve issues that affect our total fiscal readiness, the state of the schools and the education of our children. Having traveled the world already and retired, my perspective is certainly one from different experiences. I want to use those experiences to apply to old issues.[5]

—R. Kenneth O'Neal (2017)[6]

Why do you feel people should vote for you?

I'm honest, I'm thorough, I'm meticulous and responsive to the people of Pueblo. I don't owe anyone anything, and my sole priority is to positively impact the district with change, even if it's uncomfortable to feel out.[5]
—R. Kenneth O'Neal (2017)[6]

What problems, if any, does the board need to fix?

Engagement with the community, open forums with the community and a will to look toward generating funds for the district as a new approach, versus cuts to programs; engage the teachers and district organizations regularly.

The district needs a spending priority, quarterly and annually, based on projections, outlooks and benchmarks. Without one, it's operating inefficiently.[5]

—R. Kenneth O'Neal (2017)[6]

How can you help in this regard?

Use my vote and voice to call for more public forums, propose more ways to generate funds, such as increased stadium usage, as we make $1,000 a day off of it.

Look at solar power as an option to save on electricity and sell the residual overflow back to Black Hills. Even if we cannot do this, this is the direction we should be looking in. xeriscape all schools to cut water bills versus school programs.[5]
