BE IT RESOLVED that the Republican State Central Committee of Louisiana hereby repeals the RULES FOR CONVENING OF THE STATE CONVENTION TO ELECT DELEGATES TO THE REPUBLICAN NATIONAL CONVENTION that were adopted in 2011 and adopts the following rules effective immediately:
RULES FOR CONVENING OF THE STATE CONVENTION TO ELECT DELEGATES TO THE 2016 REPUBLICAN NATIONAL CONVENTION
Rule 1: State convention call
The Chairman of the Republican Party of Louisiana, prior to October 1, 2015, shall issue the call for the Louisiana State Republican Convention (“State Convention”) to elect delegates to the Republican National Convention (“National Convention”).
- a) The State Convention shall be held after March 1, 2016 and no later than June 1, 2016.
- b) The Chairman shall promulgate the call in a manner consistent with these rules. The Executive Committee of the Republican Party of Louisiana (“Executive Committee”) shall be authorized to provide supplemental rules consistent with these rules, or to make such provision or amendments to ensure that these rules operate in accordance with the Rules of the Republican Party as adopted by the most recent Republican National Convention and in effect as of January 1, 2015.
- c) The call of the State Convention shall be posted on the web site of the Republican Party of Louisiana and shall be transmitted to newspapers of general circulation in every parish of the state at least 30 days prior to the State Convention.
Rule 2: Membership in convention
The membership of the State Convention shall consist of delegates and alternate delegates.
- a) Delegates elected by the Republican State Central Committee. The Republican State Central Committee shall elect Thirty-five (35) delegates at large within seven days after the presidential preference primary conducted by the state.
- b) Alternate delegates elected by the Republican State Central Committee. The Republican State Central Committee shall elect Thirty-five (35) alternate delegates at large within seven days after the presidential preference primary conducted by the state.
- c) There shall be no proxies at the State Convention.
Rule 3: Congressional district caucuses
- a) On March 1, 2016, the Republican Party of Louisiana shall hold caucuses throughout the state in no fewer than fifteen locations to nominate congressional district delegates to the National Convention. Each parish shall be assigned to a specific location. Only Louisiana voters who were affiliated with the Republican Party on December 1, 2015 shall be allowed to participate and vote in the Congressional District Caucuses.
- b) Upon arriving, voters shall register and declare support for one of the Republican candidates who have qualified with the State of Louisiana to be on the ballot in the Presidential Preference Primary Election. Voters shall caucus with other voters supporting the same presidential candidate. Each voter shall be allowed to vote for six candidates for delegate to the National Convention.
- c) Candidates for delegate and alternate delegate to the National Convention representing congressional districts shall qualify with the Republican Party of Louisiana during a period set by the Executive Committee to be held no earlier than sixty (60) days and no later than fourteen (14) days prior to the congressional district caucuses.
- d) Delegates to the National Convention representing each congressional district shall be apportioned among the Republican presidential candidates proportionally according to the results of the Presidential Preference Primary in each congressional district. If a presidential candidate wins one delegate from a particular congressional district, the name of the delegate nominee receiving the highest number of votes from that district who is pledged to that candidate shall be allowed to be placed into nomination at the State Convention. In such case, the name of the delegate nominee receiving the second highest number of votes shall be allowed to be placed in nomination for alternate delegate to the National Convention at the State Convention. If a presidential candidate receives enough votes to earn two delegates to the national convention, the top two finishers shall be placed into nomination at the State Convention, with the third and fourth place finishers being nominated for alternate delegate, and so on.
Rule 4: Election of delegates and alternates to the Republican National Convention
- a) Delegates and alternate delegates to the National Convention must be registered Republican voters in the state. Neither delegates nor alternate delegates to the Republican National Convention are required to be delegates or alternate delegates to the State Convention. In order for a candidate for delegate or alternate delegate to be placed in nomination, that candidate must first execute the Delegate Allocation Affidavit prepared by the Republican Party of Louisiana.
- b) Delegates and alternate delegates to the Republican National Convention representing congressional districts shall be elected prior to the election of statewide delegates and alternate delegates. Names of qualifying nominees from congressional district caucuses as outlined in Rule 3(d) above shall be placed into nomination. It shall not be in order to place into nomination any other names. The State Convention shall elect the duly nominated candidates for delegate and alternate delegates representing congressional districts.
- c) Prior to February 1, 2016, each Republican candidate for President who has qualified for the 2016 Presidential Preference Primary Election may submit a list of 46 potential at-large delegates and alternate delegates. Presidential candidates receiving more than 20% of the statewide vote on Primary Election Day will be allocated the same proportion, rounded by the Executive Committee, of all 23 at-large delegates and alternate delegates allocated to the state under Rule 14 (a) (1), (5), (2) (ii), and (7) of the Rules of the Republican Party from the list submitted by the Presidential candidates. If a Presidential Candidate does not submit a list of at-large delegates and alternate delegates the State Convention delegates shall elect individuals to be National Convention delegates and alternate delegates for that candidate.
- d) The Executive Committee shall nominate individuals to serve as delegates and alternate delegates for any additional bonus positions that Louisiana may earn between the adoption of these rules and the convening of the State Convention.
- e) Members of the Republican National Committee serve as automatic delegates to the National Convention. They are not bound to any presidential candidate and do not have alternate delegates.
- f) Delegates to the National Convention who are bound to support specific presidential candidates are bound on the first ballot only at the 2016 Republican National Convention. If a presidential candidate ends or suspends his/her candidacy, the designated delegates are no longer bound.
- g) After the conclusion of the election of delegates and alternates to the National Convention representing congressional districts, at-large delegates and alternates to the National Convention shall be elected. Names of duly nominated delegates and alternates shall be placed into nomination in compliance with this rule. Delegates shall be elected first in separate elections, those duly allocated under these rules to presidential candidates, and then those nominated by the Executive Committee.
- h) Any remaining at-large delegates and alternate delegates shall be elected by the State Convention and shall be uncommitted. Nominations from the floor shall be allowed and a majority will be required for election.
- i) The Executive Committee is authorized to establish procedures, deadlines and forms for candidates for delegate and alternate delegate.
Rule 5: Rules of order
The rules of the convention shall be the current authorized edition of Robert's Rules of Order: Newly Revised (“Robert's Rules of Order"), insofar as they are applicable and consistent with the rules set forth herein; provided, however, that the convention may adopt its own rules concerning the reading of committee reports and resolutions.
Rule 6: Election delegation officers and committee representatives
Immediately following the adjournment of the State Convention, all delegates to the National Convention shall meet and elect officers, including, but not limited to: Chairman, Honorary Co-Chairmen (to include all Republican statewide elected officials and all Republican Congressmen), Vice-Chairman, Secretary, Treasurer and committee representatives. If a Republican is serving as governor, the Governor shall be designated as Honorary Chairman. Alternates may vote only in the absence of delegates.
