Biography
Rachel Baker lives in Anderson Township, Ohio. Baker earned a bachelor's in nursing from the University of Cincinnati in 1996, a master’s in social work from the University of Michigan in 1999, and a Ph.D. in nursing from the University of Cincinnati in 2003. Her career experience includes working as a nurse researcher and an adjunct instructor for graduate nursing students at several universities.[1][2]

|Rep. Baker ran for office to use her problem-solving skills to address the issues facing Ohioans. She is focused on improving access to quality healthcare, increasing support for mental health care, supporting Ohio’s children and families, promoting preventive care and population health, advocating for Ohio’s public schools, and increasing good-paying jobs for working families.
Rep. Baker holds a bachelor’s in nursing from the University of Cincinnati, a master’s in social work from the University of Michigan, and a Ph.D. in nursing from the University of Cincinnati. In her professional career, she is a nurse researcher providing leadership and strategic planning related to a healthcare system’s nursing evidence-based practice and research activities. She provides mentorship to direct care nurses throughout their careers. She has authored 25 peer-reviewed journal articles and has presented locally, nationally, and internationally. She volunteers as a court-appointed special advocate providing support for children experiencing abuse and neglect.
Rep. Baker lives in Anderson Township with her three children. Her family is active in their community by volunteering, playing in school orchestras, soccer teams, cross-country teams, track teams, and swim teams.
- I am not interested in extremist partisan politics. When legislators spend their time fighting, rather than working together to solve problems, time and taxpayer money is wasted. I truly believe the way that we work toward a more moderate legislature that is truly doing the work of the people is by getting more folks educated and engaged in the political process. I am working hard to provide easy to digest information to my constituents about the state legislative process and bills being considered to increase understanding and encourage their engagement.
- Legislatively, I am eager to get my Adoption Modernization Act, HB5, into law. I’m also excited to move the Adverse Childhood Experiences (ACEs) Study Commission bill, HB352, through committee. I’m very excited to begin working on a Share the Savings bill that will decrease the cost of prescription medications. I am also incredibly proud of the anti corruption bill I sponsored in 2024 to require that taxpayers are paid back in full when utility bills are found to be improperly charged.
- As a mom and a nurse, I care about people. I worry about the future our children may have if we don’t get to work solving important problems. It’s with this care for people in mind that I support fair public education funding, increased access to voting, and data based healthcare policies. It is with this care for people in mind that I fundamentally oppose any policy aimed at hurting people or restricting the ability of any groups of people to thrive in Ohio.
