Campaign themes
2015
Knox's website highlighted the following campaign themes:[2]
Debt
- Excerpt: "In 2010, the city followed through on Mayor Wharton's refinance plan, which delayed the payments on the debt until 2015. In order to offset this plan, the Mayor decided to cut core services to the taxpaying citizens and apply that money towards the debt. Currently, more than 30% of our property taxes go towards debt services."
Capital improvements
- Excerpt: "The suggested maximum, according to the State Comptroller, for capital improvement spending is $65 million dollars. We have already spent $85 million and over the next five years will exceed $100 million. Finally, this type of reckless and irresponsible spending, approved by the current council, continues to prevent Memphis from enjoying the same economic growth seen in many of our peer cities."
Workforce development
- Excerpt: "In order to truly make a difference in Memphis’ economy, we must diversify the types of employment opportunities offered and also prepare and train our general population to qualify for higher-quality jobs that are currently available."
Blight
- Excerpt: "First, there has to be more information sharing between both the city and the county to keep proper records of blighted property and lapsed ownership. Additionally, the city of Memphis needs to be more active in utilizing state legistlation [sic] such as the Neighborhood Preservation Act to hold property owners accountable as well as the Clean Neighborhood Act which allows communities to recieve [sic] state funding to keep up blighted properties around them."
Youth services
- Excerpt: "As a city, we must be willing to conduct a Root-Cause Analysis to determine what other underlying factors play a role in this recent escalation of violence."
- Excerpt: "I propose that we encourage and strengthen our vocational programming and that we continue to partner with area businesses and community colleges through Tennessee Promise. These proposals will give many students, who cannot afford college, the opportunity to learn a specific skill and go to work immediately after high school."
