Biography

Rachel Moyer was born in Roanoke, Virginia. She graduated from Floyd County High School. She earned an associate degree from Virginia Western Community College in 1999. Her career experience includes working as a healthcare professional. She has been affiliated with the National Federation of Republican Women and the Lebanon County Council of Republican Women.[1]

Rachel Moyer is a pastor’s wife, mom of two young boys and resides in Jackson Township, Lebanon County. Rachel grew up in a farming community and helped on her grandparents small farm. When she was 15 years old, her first job was as an elderly caregiver and she continued this job until graduation from college. She then received her degree in radiography in 1999 and had a rewarding career as an X-ray, CT, MRI technologist until she retired in 2014. During the shutdown, Rachel was a member of FreePA and later became the FreePA Lebanon County chapter leader in September 2020. She began having meetings to educate members on state laws and training members to be poll workers, poll watchers and poll greeters for candidates to help ensure local election integrity. Since 2020, Rachel has been active in locating, vetting, and supporting constitutional conservative candidates and has volunteered and/or was a leader on various Republican campaigns for school board, county commissioner, state senate and governor. In 2021, Rachel ran for ELCO school board and won her election. In January 2023, Rachel left FreePA and founded the constitutional conservative organization Pennsylvanians for Freedom. Her passion is to help and support other constitutional conservatives run for office and, as a lifelong conservative herself, to stand for truth with a conservative voice in her community. She believes an elected official should be a voice for the people and strives for that herself.
  • We need elected officials to be the people’s voice in Harrisburg. As State Representative, you will see me stand for conservative values and be a voice for the people.
  • I am a lifelong conservative just like you. Both politically and as a way of life. I paid attention to politics, was an informed voter, but had never been actively volunteering in politics until 2020. That's when I found myself researching laws and helping others understand those laws. I joined a grassroots group and became the Lebanon County chapter leader. In our meetings, I had different legislators as guest speakers, had forums for conservative candidates, and trained members to be poll workers and poll watchers. My husband and I helped various healthcare workers get religious exemptions for the vaccine. I ran for the ELCO school board in 2021 as a Republican only. I did not cross file and placed first in the primary.
  • The last three years as an ELCO school board director, I've been able to see how our local and state governments work, especially in relation to the school district. I've seen how some elected officials say they are for conservative values but then say or do the complete opposite of those values. Our district deserves someone who will stand for truth and provide a true representation of our county's core conservative interests and way of life while serving in Harrisburg.

I believe that an elected official should be a voice for the people, and I strive for that myself as a local elected official.
My first job was an elderly caregiver when I was 15 years old and continued all throughout college.
The ideal relationship would between the governor and the state legislature would be to have communication between the two branches and transparency.
The state budget and education. We need to have a conservative budget that lives within our means. We also need to find the funding formula for education and allow for school choice.
Yes and no. A candidate does need to have some knowledge of how government works. However, I believe it’s also good for someone that doesn’t have a lot of experience to come in, because they can bring new and fresh ideas to the table.
The legislature should oversee emergency powers to make sure that all three branches are properly working.
I would introduce a bill to ease restrictions on homeschooling. We need to give more control to parents and less to the state.
