Biography

Rachel Roarx was born in Louisville, Kentucky. Roarx graduated from Holy Cross High School in 2015. She earned a bachelor's degree in political science from the University of Louisville in 2019.[1][2]

Roarx's career experience includes working as a neighborhood initiatives manager with the Louisville Independent Business Alliance, the executive director of the Southwest Dream Team, and a legislative aide with the Louisville Metro Government. She has served as the board president of The Little Loomhouse and Louisville Girls Leadership.[1][2]

Rachel lives in the Parkwood Neighborhood with her husband Derrick Davis. They have been lifelong Southend residents and are high school sweethearts. Rachel was elected State Representative for Kentucky House District 38 in November 2022 and began her service in January 2023. Rachel ran for office because she is a strong voice for labor, first responders, healthcare, safety, infrastructure, and the Southend.

Previously, Rachel served the local community in the Office of Councilwoman Nicole George as the Metro Council District 21 Legislative Aide. Before that, Rachel worked at UPS as an Administrative Assistant on nightshift. She is a graduate of Holy Cross High School and the University of Louisville. While there, she majored in Political Science concentrated in Law and Public Policy with a minor in Social Change. Rachel spent six years supporting youth in Jefferson County through her board service with Louisville Girls Leadership. In 2023, Rachel was inducted in the Holy Cross High School Hall of Fame with the Next Generation (30 & Under) Award.

When she is not serving District 38 in Frankfort, Rachel works as a contract worker for Louisville Independent Business Alliance (LIBA) and formerly served as the Executive Director of the Southwest Dream Team (SWDT). In her free time, she serves as the nonprofit Immediate Past Board President of the Little Loomhouse and as the Vice President of the Happy Birthday Circle board of directors.

I worked nights at UPS for 3.5 years while going to college. I was able to graduate debt free because of the Metro College Program offered at UPS Worldport in Louisville, KY.
Yes. Having experience serving at the local government level has been very beneficial to how I can best serve my constituents on the state level. There is no problem too small and its helps with collaboration.

I am a lifelong resident of South Louisville. I am a proud supporter of union workers, women, and asset based community development. I have been serving my community in local government as Legislative Aide to a metro Council District 21. Before that I worked at UPS as an administrative assistant on night shift. I am a graduate of Holy Cross High School and the University of Louisville where I earned my degree in Political Science with a minor in Social Change.

I would like to improve the quality of life for South Louisville residents.
The 5 Love Languages by Dr. Gary Chapman because if we can learn how to show others we love and appreciate them the world would be a kinder, more understanding place.
I believe the ideal relationship between the governor and state legislature is one where there is a great deal of communication and opportunities for feedback to be heard.
I perceive Kentucky’s greatest challenges over the next decade to be healthcare, modernizing policies, updating revenue sources, economic development, and keeping up with infrastructure needs.
One benefit to a unicameral state legislature is that policies can be enacted quicker. Drawbacks include less vetting of policies and less time for constituents to weigh in.

Kentucky’s state legislature is bicameral.
I do believe it is beneficial for state legislators to have previous experience in government and politics because the individual has some knowledge of how systems work and are administered before making policies that will impact them.
Yes it is beneficial to build relationships with other legislators because it takes coalition building to pass good legislation.
I favor a 3rd party redistricting process not done by elected officials.
Yes. I’d be happy to serve anywhere but I would prefer appropriations, transportation, local government, heath and family services, etc.
Legislation at any level always involves some amount of compromise to be enacted. I believe that compromise is necessary for policymaking.
