Biography

Rachel Ruttenberg earned a high school diploma from Buffalo Grove High School, a bachelor's degree from the University of Wisconsin–Madison, a graduate degree from Northwestern University, and a law degree from the Chicago-Kent College of Law. Her career experience includes working as a lawyer and nonprofit leader.[1]

I am a public interest lawyer and progressive policy expert who will fight for our community's values and tackle our state's toughest problems. I grew up in the northern suburbs of Chicago, where her large family has its roots. I have 20 years of public policy experience. I am Deputy Committeeperson of the Democratic Party of Evanston and was most recently Deputy Chief of Staff - Policy for Cook County. I am a lawyer with a master's degree in communications from Northwestern University. I live in Evanston with my husband and our two daughters.
  • I have the experience needed - on day one - to protect Illinois and fight back against the Trump administration’s efforts to strip away funding for essential services and threaten civil rights and liberties.
  • I envision an economy that works for all Illinoisans, where no resident needs to struggle to meet basic needs. I will support policies that will make housing and goods more affordable.
  • As an advocate and policy advisor, I led efforts to protect and expand access to quality health care, including for mental and behavioral health, in Illinois. With medical costs soaring and federal cuts looming, I will continue to advocate for inclusive, equitable policies and resist efforts to restrict coverage.
I am passionate about economic justice issues. After working for years fighting for children and families, I understand the intersections between housing, food security, healthcare, and better outcomes for families. As your State Senator, I will work to ensure that all Illinoisans have the opportunity to thrive.
I will be an elected official who listens, has deep empathy for the challenges Illinois residents face, and works to ensure everyone has a seat at the table. I look forward to using my experience building coalitions, and negotiating and drafting legislation. I will help protect Illinois and fight for people across the 9th State Senate district.
I was a camp counselor, starting as a preteen, with my local park district day camp. As the years went on, I came back to be a counselor in the summer and worked additional jobs in data entry, as a shoe salesperson, and as a server at Walker Bros. Pancake House. I learned early on to work hard, build relationships, and contribute to my community.
I understand that our most vulnerable communities may face significant challenges, as the federal government cuts funding for essential programs and services. I will leverage my social service, healthcare, and budget expertise to help the Illinois General Assembly navigate what comes next. I will partner with community leaders and other elected officials to advocate for Illinois 9th district residents.

My public service accomplishments have included: leading a legal aid nonprofit for Illinois families; working with a coalition of advocates to abolish predatory payday loans in Illinois and expand the earned income tax credit; and advocating for the passage of the firearm Safe Storage Act in Evanston.
