Biography

Rachel Willis earned an undergraduate degree from Washburn University and a graduate degree from the University of Kansas. Her professional experience includes working in nonprofit management and lobbying. She has served as board president of Heights of Learning Preschool/Daycare Center and with PEO and CAFE (a statewide K-12 education family engagement advisory group).[1]

Rachel Willis is a fifth generation Kansan. She grew up on a wheat farm in a small, conservative town in Central Kansas with a dream of attending Washburn University and working at the Capitol in Topeka to help people.

Rachel has proudly called Topeka home for the past 15 years. She fulfilled her dream of graduating from Washburn and went on to the University of Kansas for a Master's Degree in Public Administration. She also has more than a decade of experience in educational nonprofit management where she spends much of her time getting things done with very little money by bringing people together for the betterment of the whole. In other words, she has the experience needed to be a strong advocate at the Statehouse for the needs of Senate District 20. Rachel is running for Senate District 20 to continue to move Kansas forward, to ensure hardworking Kansans have opportunities to lead their lives to the fullest and to create a bright future for the next generation of Kansans. Rachel is an avid supporter of Governor Kelly and is passionate about similar causes.

Rachel is married to Steven Willis, and they have a son in elementary school.
  • Rachel will work hard to ensure hardworking Kansans have what they need to successfully live, work, and raise a family right here in Kansas. This means supporting fair, commonsense economic policies as well as working to improve quality of life through access to affordable healthcare, continued investments in education at all levels, a comprehensive transportation plan, and long term strategies to protect the environment for generations to come.
  • Kansas has a long history of being on the morally right side of equality: joining the Union as a free state in 1861, becoming the first state in the nation to allow women to vote in school board and municipal elections, and ending school segregation with the landmark Brown v. Board of Education case. I'm proud to have these Kansas values. I believe Topeka - and all of Kansas - needs to be a place where not only all are welcome, but where everyone has the same opportunities to thrive and feel loved. Rachel will defend women and LGBTQ rights in our state.
  • Nearly a decade of devastating economic policies and declining opportunities have driven people away from Kansas. In fact, the Kansas Health Foundation recently reported the annual growth rate in the working age population in Kansas is projected to be half that of the U.S. (from 2014 to 2064). As your state Senator, Rachel Willis will work alongside Governor Kelly, her colleagues in the Senate and House, and our local governments to change this projection.
Mental Healthcare is a critical component to ensuring our success both as individuals and as a society. Physical healthcare is a highly contested topic (Medicaid Expansion, rural hospitals, etc.), yet mental health is just as important as physical health and it continues to get overlooked.

Rachel applauds the work that the Governor has accomplished related to education funding. However, it continues to be too little. Funding to make our schools safer and more secure, funding for specialized programs to further develop workforce skills or funding to attract more people to become teachers, our children, youth and educators deserve better. Rachel will work hard to secure additional funding for education.

Kansas needs to be forward-thinking and embrace policies that will protect our environment for centuries to come. Maintaining clean water, exploring wind energy and other sustainability policies need our attention. Rachel understands the urgency with these issues and will be proactive and work with community leaders to address sustainability.
Pat Summitt was someone I always strived to be like. I loved basketball and while I was in highschool and college she was the best women's basketball coach out there. Throughout her coaching career, she never had a losing season. What I loved most about her was her level of competitiveness, the work ethic that backed up the level of competitiveness, and her discipline and passion. She always demanded the best from her teams, but also demanded the best from herself, which is what I admired the most.
My aunt is someone I look up to for her resilience, discipline, and kindness. She has always been a mentor to me as well as a friend and drops everything if I need to call and talk something over with her. She always tells it how it is, which helps me become a better critical thinker and not get stuck on the minor details of issues.
An elected official must be loyal to her district and community. She must always represent her constituents and what is best for them. An elected official also has to demonstrate empathy towards others. She must be hardworking and dedicated. An elected official cannot stop until a solution for the problem is found, and must be willing to work with others, even those with differing opinions or beliefs, to find a common ground. Lastly, an elected official must be intelligent and make data-driven decisions.
I am dedicated to bettering our great state of Kansas and the lives of those who live here. I'm proud to be raising my son in Topeka and know that together we can only make it better. I have both the technical (strong understanding of how government works) and adaptive skills (leadership skills) to get the job done. I enjoy gathering input and seeking feedback from all people and combine it with the research and data of past experiences to solve a problem. Lastly, I have valuable experience in both urban and rural settings that will allow me to provide expertise and guidance that improves the lives of those who live in either setting. As a fifth-generation Kansan, I get it and want to make Kansas a place that can't be flown over but a must stop.
The residents of Kansas have an amazingly diverse mix of political views, beliefs, and ideologies. Having transitioned from a Republican governor to a Democratic governor in the past few years, we are learning to reach across the aisle and work to support and lift up all Kansans, regardless of party. Over the next decade, one of the greatest challenges in Kansas will continue to be fostering a productive and fair governing body that represents the interests of all Kansans: those who live in rural and urban settings, those who and Republicans or Democrats, and both those who have lived here for a long time and recently moved here.
I believe that the state legislature should be in direct support of the governor and the governor's main causes and initiatives. Here in Kansas, I strongly support the aims of Governor Laura Kelly's administration, particularly on issues such as education funding. The governor and state legislatures should work together to tackle problems, relying on one another's expertise, perspectives, and experiences to ensure that they are acting in ways that benefit the greatest number of constituents.
Yes, absolutely. I believe that creating relationships with other legislators increases productivity, communication, and collaboration on a state-wide level. It is very rare for an issue to only impact one district or only a few constituents. By collaborating with other legislators, we can ensure that we are bringing our best ideas to the table regarding how to combat issues that are impacting citizens in many different areas of the state.
