Whittier Union High School District school board At-large

Ralph Pacheco is an at-large representative on the Whittier Union High board of trustees in California. Pacheco sought another term in 2015. Because he ran unopposed, Pacheco was appointed to his seat rather than appearing on the ballot on November 3, 2015.[1][2]

Pacheco was a candidate for the District 4 representative on the Los Angeles County Board of Supervisors in 2016. He was defeated in the primary election on June 7, 2016.

Before he was elected to the Whittier Union High board of trustees, Pacheco served one four-year term on the Rio Hondo Community College board of trustees. He unsuccessfully ran for a seat on the Norwalk-La Mirada Unified School District board of trustees in November 1983.[3]

Biography

In addition to serving on the Whittier Union High board of trustees and the Rio Hondo Community College board of trustees, Pacheco served as a policy advisor for California Superintendent of Public Instruction Bill Honig and the California Department of Education. He was appointed to the position in 1987 by the California State Board of Education and served until 1989. Pacheco also served on the City of Norwalk Blue Ribbon Project Implementation Commission. He was appointed in 1986 and served as chairman from 1987 to 1988. Pacheco additionally served on the Norwalk Community Promotion Commission. He was appointed in 1982 and served as chairman from 1983 to 1984.[4]

Los Angeles County held elections for county commission, district attorney, and special districts in 2016. The general election was held on November 8, 2016. A primary election was held on July 7, 2016. The candidate filing deadline for this election was on March 11, 2016. Janice Hahn and Steve Napilitano defeated Ralph Pacheco in the Los Angeles County board of supervisors, District 4 primary election.[5]

Opposition

Two of the five seats on the Whittier Union High School District Board of Trustees were supposed to be up for general election on November 3, 2015.[6][7] The election, however, was canceled due to lack of opposition.[1] The seats held by incumbents Tim Schneider and Ralph Pacheco would have been on the ballot.[8] Because both incumbents were unopposed, they were appointed to their seats rather than appearing on the ballot.[2]

This was the fourth consecutive school board election that was canceled in the district due to lack of opposition.[9]

At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[10][11][12]

The first campaign finance reporting deadline was September 24, 2015, and the second one was October 22, 2015. If candidates raised or spent more than $1,000 from a single source, including their own funds, between August 5, 2015, and November 2, 2015, they had to file a campaign finance report within 24 hours.[13]

On November 8, 2011, two four-year term seats and one two-year term seat were up for election. With only two incumbent candidates, Ralph Pacheco and Tim Schneider, filing for the four-year term seats and only incumbent Russell A. Castaneda Calleros applying for the two-term seat, the election was canceled and not placed on the ballot.[14]
