An effort to recall Randal McLain and Gerald Doyle from their positions as board members of the Water District in Laclede, Idaho was launched in 2013. Supporters of the recall claimed the board was not acknowledging the people's opinion on fiscal issues and that William Douglas Carothers, the district's superintendent and Doyle’s stepson, was being "overcompensated."[1] McLain resigned from his position and the effort to unseat Doyle did not go to a vote.[2]

Supporters were required to collect valid signatures from at least 20 percent of the district’s voters because there were no election records available for the past six years. Over time, supporters of the recall submitted enough signatures. However, the law dictates that the signatures must be submitted together in one batch on one given day. Therefore, the recall effort did not move forward.[2]
