Two of the seven seats on the Rapid City Area School District school board were up for by district general election on June 7, 2016. Area 3 incumbent Dave Davis faced Ron Riherd and Thomas Udager. In Area 6, David Phelps, Paul Sterling, and Amy Policky challenged each other in the race. Davis lost his re-election bid with Riherd winning the most votes to become the next Area 3 board member. Policky defeated both Phelps and Sterling to take the seat in Area 6.[1][2]

Voter and candidate information

The Rapid City Area School District Board of Education consists of seven members elected by district to three-year terms. The districts represent seven geographic areas within the school district. There was no primary election, and the general election for Areas 3 and 6 was June 7, 2016.

To be eligible to run for school board in the state of South Dakota, a candidate must be at least 18 years old, a resident of the school district, and an eligible voter within the district. A candidate cannot hold any other office that is incompatible or inconsistent with the duties of a school board member. A candidate also must submit a candidacy petition with the signatures of 20 qualified voters of the district.[3]

Candidates were required to file for the race by March 29, 2016. Voters had to register by March 23, 2016, to vote in the election.[4]

Rapid City Area School District is located in Pennington County, S.D.

Rapid City Area School District is located in Rapid City, the seat of Pennington County in western South Dakota. A small portion of the district lies in Meade County. Pennington County was home to an estimated 108,702 residents in 2015, according to the United States Census Bureau.[7] The district was the second-largest school district in the state in the 2013–2014 school year and served 13,353 students.[8]

Demographics

Pennington County outperformed South Dakota as a whole in terms of higher education achievement from 2010 to 2014. The United States Census Bureau found that 27.9 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 26.7 percent of state residents. The median household income for Pennington county was $50,564, compared to $50,338 for the state. The percentage of people below poverty level for the county was 14.1 percent, while it was 14.1 percent for the state.[7]
