Two of the seven seats on the Rapid City Area School District Board of Education in South Dakota were up for by-district general election on June 6, 2017. Newcomer Mike Roseler was the only candidate to file in the race for Area 4 and was automatically elected. The Area 5 incumbent also chose not to file for re-election. Christine Stephenson defeated Tonchi Weaver in the race for the seat.[1][2]

The Rapid City Area School District Board of Education is composed of seven members elected by district to three-year terms. The elections are staggered with two or three seats up for regular election at a time.

To be eligible to run for school board in the state of South Dakota, a candidate must be at least 18 years old, a resident of the school district, and an eligible voter within the district. A candidate cannot hold any other office that is incompatible or inconsistent with the duties of a school board member. A candidate also must submit a candidacy petition with the signatures of 20 qualified voters of the district. The candidate filing deadline for this election was on March 28, 2017.[3]

The Rapid City Area School District is primarily located in Rapid City, the seat of Pennington County in western South Dakota. A small portion of the district lies in Meade County. Pennington County was home to an estimated 109,372 residents between 2010 and 2016, according to the United States Census Bureau.[5] The district was the second-largest school district in the state in the 2014-2015 school year and served 13,875 students.[6]

Demographics

Pennington County outperformed South Dakota as a whole in terms of higher education attainment from 2011 to 2015. The United States Census Bureau found that 28.2 percent of county residents aged 25 years and older had attained a bachelor's degree or higher, compared to 27.0 percent of state residents. The median household income in the county was $50,890, compared to $50,957 for the state. County residents lived below the poverty level at a rate of 12.2 percent, while that rate was 13.7 percent for the state as a whole.[5]
