Raul Elias was a candidate for at-large representative on the El Rancho Unified Board of Education in California. The general election was held on November 3, 2015.[1] He lost the election.[2]

Opposition

Two of the five seats on the El Rancho Unified School District Board of Education were up for general election on November 3, 2015. The election was held at large.[3][4] The seats held by incumbents Delia Alvidrez and Alfred Renteria were on the ballot.[5]

Alvidrez did not file to run for re-election, ensuring at least one newcomer would join the board. Renteria ran against five challengers: Raul Elias, Victor "Coach" Gonzalez, Teresa Lugo Merino, Gabriel Orosco and Arlene Perez.[1] Renteria lost his bid for re-election, and Merino and Orosco won the two board seats.[2]

At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[6][7][8]

The first campaign finance reporting deadline was September 24, 2015, and the second one was October 22, 2015. If candidates raised or spent more than $1,000 from a single source, including their own funds, between August 5, 2015, and November 2, 2015, they had to file a campaign finance report within 24 hours.[9]

If elected I will work with my fellow board members and administration to tackle the systemic problems of a declining student enrollment and district revenues. The development and implementation of the proposed programs requires the full engagement of both classified, certified and parents in identifying the problem and offering their insight and experience in developing a comprehensive corrective strategy.

A Strategic Enrollment Management Program that:

Ø Establishes clear retention and enrollment goals for each school site;

Ø Promotes uniform student success throughout the district;

Ø Determines, achieves and maintains optimum enrollment;

Ø Enables the delivery of effective and uniform academic programs;

Ø Generating ADA revenue;

Ø Enabling improved financial planning;

Ø Increasing organizational efficiency and;

Ø Improving student and parent service levels

Retain and attract students by establishing a “Cradle to College” a comprehensive pipeline school model that improves social, health, and academic outcomes; educational policies that demand accountability for fostering children's full development; as well as college and career development.

Reduce suspensions through the implement a student restorative justice program that will reduce suspensions by 30% and improve student academic and behavioral performance as well as increase district revenue.

Increase revenues and decrease Ds and Fs through the development and implement a district-wide attendance program which will increase district revenues and student performance.

Promote student athletic achievement by establishing a “Cradle to College” a comprehensive school model that improves athletic performance by developing athletes at the elementary school level through high school for athletic scholarship opportunities. Program would include social, health, and academic outcomes; educational policies that demand accountability for fostering children's full development.[11]
