Vargas' website highlighted the following campaign themes:

K-12 Education

With two sons in the Fairfax County Public School system, my wife and I understand the importance of public education and appreciate the hard work our great teachers do every day. Virginia has one of the best education systems in the country but we can always do more to improve our schools. In these tough budget times, we must look at new ways to root out waste so we can spend our tax dollars as efficiently as possible inside the classroom. We need to continue to strive to give control of our schools back to parents, teachers and local authorities as they know best how to prepare our children.

Standards of Learning and Testing (SOLs) were intended to be a measure of minimally acceptable knowledge; however they have become the overarching focus of the school year. We need to ensure our kids can pass the SOLs, but also empower teachers to provide a richer learning environment, including the flexibility to make sure every student receives the attention they need. We must do more to provide students with real-world skills and experience that they will need to enter the workforce or go on to higher education. As a former member of the board of the Fairfax Partnership for Youth, I know we need to do all we can to have a safe and caring learning environment for all our children.

As your next Delegate, I will fight for the necessary funding for our schools so our students enter college or careers prepared for the unique challenges facing them in the new 21st Century job market.

Higher Education
As Chairman of the Virginia Board of Workforce Development, I have interacted with employers across the Commonwealth and around the country and I have learned that we need to do a much better job of preparing people with the skills they need to succeed in the workforce. We must move closer to a demand-driven, employer-oriented system where colleges, universities and training providers focus on skills, knowledge and credentials that private sector employers value and require. In addition, we need to enhance our ability to obtain information from employers on their needs, incorporate them into our labor market systems, and disseminate this data to the public to help parents, students, and other entities make informed decisions on career pathways. We should better utilize technical training, apprenticeships and other methods to facilitate stackable credentials which are increasingly important in key growth industry sectors such as technology, healthcare and manufacturing.

Transportation
Transportation is one of the most critical issues facing Northern Virginia; we all recognize this as we face traffic congestion every day. I believe that we need to prioritize projects that will ease commutes, reduce congestion and help grow the economy in Northern Virginia. This is why I played an active role in helping to save the Rail to Dulles project as the Chairman of the Dulles Chamber of Commerce. I also support widening of Route 28, a third crossing of the Potomac and the Bi-County Parkway project as they will help bring businesses and jobs to our region.

The Economy and Jobs
Even as our economy has started to recover since the Great Recession in 2008, we have a long way to go for our economy to be at its best. Having grown up on welfare, I know that policies such as Welfare to Work help bring people out of poverty and to realize their dreams.

I have worked closely with Governor McAuliffe’s administration to refocus, revamp and rebrand our workforce system so that it serves as an important element of economic development. I was honored to launch the new “eleVAte Virginia” brand focused on “skills for jobs and business growth”, because it truly can help elevate our economy, our businesses and our families. As Chair of the Virginia Board of Workforce Development, I have worked with schools and businesses to better align education and training to employer needs, and to put people back to work. Also as a small businessman, I know that cutting regulations and red-tape is key to growing our economy and bringing high paying jobs back to our region.

Veterans
I am a proud US Air Force veteran, serving seven years on active duty, including five years in Panama. As such, I have a unique understanding of the issues facing our veterans in these times. Our veterans risked their lives to protect the freedoms that we enjoy and they deserve the utmost respect and benefits afforded to them. Too many of them are facing unnecessary hardships in their lives and I will fight everyday as your Delegate to make sure they receive all the benefits that they have earned including meaningful employment.[2][3]
