Ray H. Winters (Republican Party) was a member of the Horry County Schools school board in South Carolina, representing District 3. Winters left office on August 16, 2021.

Winters (Republican Party) ran for re-election to the Horry County Schools school board to represent District 3 in South Carolina. Winters won in the general election on November 6, 2018.

Winters was elected to the board in 2014. Winters died on August 16, 2021, due to COVID-19.[1]

The November 4, 2014, general election in Horry County Schools featured six seats up for election. The incumbents in Districts 6, 7 and 10 were all running unopposed. They were Pamela Clardy Timms (R), Janet P. Graham (D) and Neil James (R), respectively. In the District 1 race, incumbent Harvey Eisner (R) was defeated by challenger Holly Heniford (R) in the primary election held on June 10, 2014. She ran unopposed in the general election. In the District 2 race, challenger Sherrie Todd (R) triumphed over incumbent Karen McIlrath (R). Todd ran unopposed in the general election. In the District 3 race, Ray H. Winters (R) defeated Keith VanWinkle (R). He defeated incumbent Jimmy Washington (D) in the general election.

Funding

Candidates were required to file a quarterly finance report with the South Carolina State Ethics Commission for the November general election by October 10, 2014. This report covered the period of July 1, 2014, through September 30, 2014. Candidates were also required to file a pre-election report no later than 15 days prior to the election. A final report was due after the campaign had closed. Candidates for local school boards could not accept more than $1,000 from individuals and $5,000 from political parties.[2]
