My name is Raymond Liu and I've lived in Fremont for most of my life. Fremont is my home, and I’m a proud product of Fremont’s public education system, having attended Horner Jr. High, Irvington High School, and Ohlone College, where I earned three Associate Degrees in Math, Natural Sciences, and Computer Science. I later transferred to UC Davis to complete my Bachelor's degree in Computer Science. Fremont has shaped who I am, and that’s why I’m running for City Council—to give back to the community that raised me.

I’m running for Fremont City Council because I believe in responsive, accountable leadership. Too many residents have reached out to our representative, only to be met with silence. People have tried contacting her through emails and scheduling meetings, but she either never responds or cancels at the last minute, leaving constituents feeling ignored. This lack of communication and follow-through has eroded trust in our local government, and that’s something I’m determined to change.

In contrast, I make it a priority to reach out and listen to the community. I believe in open lines of communication, where everyone’s voice is heard. Through my work and dedication, I’ve built strong relationships and proven my ability to unite people.
  • Combatting Corruption in Fremont. One of the reasons I’m running is because Fremont needs leaders who will restore transparency and accountability to local government. The recent corruption scandal involving former City Manager Mark Danaj, who was convicted of fraud, has deeply damaged the community’s trust. The approval of a $300,000 severance package by the current City Council only added insult to injury. It’s time to bring integrity back to City Hall, and I’m committed to holding our government accountable to the people it serves.
  • Addressing the ongoing Homelessness Crisis. Another major issue we face is the homelessness crisis. I believe we need a balanced approach that combines compassion with accountability. We must provide mental health services, addiction treatment, and affordable housing to those in need, but we also need to enforce laws that keep our public spaces safe. Criminal behavior, such as open drug use, cannot be tolerated, and we must take action to protect our neighborhoods.
  • Affordable Housing. Fremont's current policy towards affordable housing is using something called "in-lieu" fees. Basically, the city gives developers an option of either building affordable housing, or simply paying an added fee in-lieu of doing so. Most developers simply just pay the fee, meaning no affordable housing gets built. My plan is to eliminate this loop hole and make affordable housing actually available. The current situation we have benefits nobody. Developers pay a fee instead of building housing, and the fee goes to the city, who do not use it competently.
I’m passionate about public policies that focus on transparency in government and homelessness, First, restoring trust in local government is crucial, especially after the corruption scandals Fremont has faced. I believe in transparency, accountability, and ensuring that taxpayer dollars are used responsibly.

Second, the homelessness crisis is a pressing issue. I’m committed to finding balanced solutions that provide compassion through housing and services, while ensuring public safety by enforcing laws to keep our neighborhoods secure.
I believe integrity, accountability, and responsiveness are the most important characteristics for an elected official. Elected leaders must act with honesty, remain accountable to the people they serve, and be willing to listen to their constituents. Building trust through transparent communication and ethical decision-making is critical for effective leadership.
The core responsibilities of a City Council member include ensuring that the city’s resources are used responsibly, addressing the needs and concerns of residents, and enacting policies that promote the safety, welfare, and prosperity of the community. It’s also vital to provide oversight of city departments and maintain transparency in all decision-making processes.
I would like to leave a legacy of accountability, transparency, and positive change for Fremont. My goal is to restore trust in local government by ensuring that the voices of the community are heard and that decisions are made with integrity. I want to be remembered as someone who tackled difficult issues—like homelessness and public safety—with both compassion and practicality, and as a leader who worked tirelessly to improve the quality of life for all residents. Ultimately, I want to leave behind a Fremont that is stronger, more inclusive, and more prosperous for future generations.
While previous experience in government or politics can be beneficial, I believe it’s more important for officeholders to have a deep commitment to their community, a willingness to learn, and the ability to build consensus. Experience can be helpful, but passion for service and the ability to solve problems through collaboration are what truly make a great public servant.

Raymond Liu was born and raised in the Bay Area, completing his K-12 education in public schools right here in the Bay.

Like many others, he found the cost of a 4-year university daunting, and he instead went to his local community college, Ohlone College. He graduated with 3 Associate of Science degrees in Math, Natural Sciences and Computer Science.

In 2017 he transferred to UC Davis, to complete his Bachelors of Science in Computer Science. He graduated in the spring of 2019, and since then, he’s worked as an Engineer at various companies before deciding to run for office in order to give back to the community who has helped him.


Raymond Liu is running for office for a variety of reasons, but his main ones are as follows: Indexing California’s minimum wage to inflation, and to build affordable housing for the people of District 10.

Inflation this year has been absolutely devastating, having risen 8.3% in the past year. Raymond wishes to peg the minimum wage to inflation so that the most vulnerable members of our community will be protected by the effects of rising inflation.

Raymond is also an ardent YIMBY, who supports the building of affordable housing so that more residents can become homeowners and thus build equity, rather than remain as long term renters.

9/11. I was 4, I only have the most haziest memories of my parents panicking.
My very first job was working as an after school instructor at an after school program. It was a local after school program called Riverdales, and I walked there everyday in between my classes at community college. I had it for around 1 year or so.
It should be a co-operative one, although it might not be a happy one. The best type of compromises often leave both parties unhappy.
