General: He defeated Heather Perkins Dennison and John Keith Baird in the general election on November 4, 2014, receiving 34.1 percent of the vote. [1][2]

Kirtley earned his B.A. from Indiana University in 1974 and his J.D. from the Indiana University School of Law–Indianapolis in 1980. He was admitted to the Indiana Bar in 1981.[3]
