General: He defeated Heather Perkins Dennison and John Keith Baird in the general election on November 4, 2014, receiving 34.1 percent of the vote.

Kirtley earned his B.A. from Indiana University in 1974 and his J.D. from the Indiana University School of Law–Indianapolis in 1980. He was admitted to the Indiana Bar in 1981.[3]
